Springfield, IllL.--The material im- provement in the employment situa- tion that occurred during August and September did not continue in October, according to the November employment bulletin of the Illinois State Federation of Labor. Reports from 659 .firms with a capacity of 320,000 persons, includ- ing every important industrial cen- ter and every important industry in the state, show that on October 31 employment was reduced 14 per cent from the September 30 figures. Shows Employes Cut However, the reports include the figures from one large firm which alone made a reduction of 8205 em- ployes. If this firms' figures are ex- cluded from the totals, the remain- ing firms record an improvement of 2.4 per cent which compares with an increase of 5.84 per cent during the month of September and of 6 per cent between May 31 and August 31. The Bulletin explains that the slow- ing down in the improvement in Illi- nois industries is probably a season's adjustment, due to the end of sea- sons in various industries notably canning, and the manufacture of wearing apparel, etc. Attention is drawn in the Bulletin to the similar fluctuation in New York during the summer when employment in the in- dustries of that state declined fol- lowing a spring rise. The early fall saw improvement again in New York. The Employment Bulletin is pub- lished by the advistory board for Illi- nois free employment offices, which is a nonpolitical, nonsalaried board composed of Professor F. S. Walker and Mrs. Raymond Robbins, representing employes. Arnold Articie Feature A feature of this month's Bulletin is an article by George B. Arnold, director of the State Department of Labor, describing the work of the various divisions of the department. According to Mr. Arnold, 13281 per- sons secured jobs through the free employment offices during the year ending June 30. He reports that al- though in nonhazardous industries, the Workmen's Compensation Act is optional with the employers, never- theless, practically every industry in the state with the exception of farm- ing has elected to come under the act and the Industrial Commission which is a division of the Department of Labor, made awards in 51,182 cases during the year. PEACE-TIME PATRIOTISM IS POSTMASTER GENERAL'S PLEA In an address before the twenty- third annual convention of the Na- tional Association of Letter Carriers in St. Louis, Postmaster General Will H. Hays said: "To you all, as felrow citizens of our common country, I plead for a patriotism in peace as well as in war. I insist that we have not merely that patriotism born of extremities, which burns in the souls of men only when their country is in danger, not the patriotism which is stirred only by martial music, but a patriotism which moves men to make their country's welfare their own business and every day to realize that we owe to the country in which we live and which moves us to discharge that debt by aiding in every way we can to make and keep conditions right in this country."
