President Appoints Howard Personnel Head Professor Delton T. Howard, associ- ate professor of psychology at North- western university over a period of years, has been appointed. personnel director, according to an announcement by President Scott. Dr. Howard succeeds Louis B. Hop- kins, who recently accepted the presi- dency of Wabash college. During Mr. Hopkin's directorship of personnel at Northwestern, one of his ablest co- workers is said to have been Prof. Howard. Thus he was closely in touch with Director Hopkins' successful sys- tem and when the latter resigned, Pro- fessor Howard is known to have been a natural selection for the post. Di- rector Howard at present is out of town on a vacation but is expected back shortly. He is especially inter- ested- in the proper grouping of stu- dents, in helping the laggards at col- lege and in toning up the entire student body to full recognition of their re- sponsibilities and opportunities, Dr. Scott indicated. Director Howard is a doctor of phi- losophy and has high standing in American educational circles. In spe- cializing in psychology he has written articles for educational journals and has conducted successfully various in- teresting psychological experiments. His main interest, however, has been in seeing the eollege student properly develop and for several years he has been of great assistance to the faculty at Northwestern university in this line.
