Frank Borovicka FLORIST Phone Winn. 283 Tn Charges Democrats Were Extravagant With County Funds Taxpayers of Cook county have had to dig into their pockets and make good annual deficits ranging from $482,000 to $1,750,000 for the last four years under the Democratically con- trolled county board and its Demo Francis L. Boutell crat president, whose power to stop this waste has never bean questioned. This is just one of several serious charges made by Alderman Francis L. Boutell, Republican candidate for president of the County board. "Expenditures of the County board for the last four years have exceeded appropriations by hundrels of thou- sands of dollars," says Mr. Boutell "The laws of the state plainly declare that this cannot be done, yet the facts show that it is being done. Each year vast sums of money taken from the taxpayers are used to pay bills of the previous year which has been con- tracted in excess of appropriations. "At the present time there are 1,600 poor mothers and 4,000 helpless chil- dren entitled to aid under the Mothers' Pension Law whose claims for relief cannot even be investigated because of lack of funds. This condition could have been relieved by action of the state legislature either in 1923 or 1925. No effort was made to help them in 1923, and in 1925 the present head of the county board was busy getting legislation permitting the building of the new $7,500,000 jail and courts building in his home ward. Dr. J. W. F. Davies of the Winnetka Congregational church will be in Bridgeport, Conn., next week where he goes to attend a meeting of the Con- gregational Educational society.
