"The greater part of a gas tax which will amount to more than $13,000,000 a year will be collected from drivers of modest and much used automobiles and will go toward building roads that will double and triple the value of large estates," says Charles M. Hayes, president of the Chicago Motor club. "This is true in every county in the state. "Why should the motorists be bled so that the lands of wealthy men in Cook and every other county may multiply in worth? The gasoline tax will make the poor the benefactors of the rich, and will place a burden where burdens already are most heavy." Mr. Hayes asserted that the Chicago Motor club had always supported road building programs, and that the club wants hard roads and wide roads and many miles of them. Mr. Hayes de- clared: "Prior to the passage of the $60,000,000 road bond issue, Governor [Lowden said: 'If this bond issue passes, it will be owing to the work of such organizations as the Illinois Highway Improvement association and the Chicago Motor club." During Governor Small"s administration the club worked with even greater vigor for the passage of the $100,000,000 road bond issue. At that time the motor- ists were promised that if they voted on the bond issues no additional taxes would be levied. Relying on this promise motorists gave the bond issues a tremendous vote. The state has am- ple funds for road construction pur- poses for at least four years.
