He was aware that 'the Abyssinians are not fit for freedom and self--govern-- ment' and can only be induced to respect the rights of others by the threat of the strictest measures of enforcement and punishment. Favourable opinions are to be found in the books and other publica-- tions which in any case give biased The rulers of Ethiopia, descendants of the so--called Dynasty of Solomon, knew only too well the faults of character peculiar to their people. King 'Sachlé--Selassie' of Schoa, the grandfather of Menelik II summariz-- ed his opinion in the words "Mine is a bad people!" spoken to the diplo-- matist Harris ("Ambassadorial Jour-- ney to Schoa and Sojourn in South-- ern. Abyssinia 1841--43", Cotta, Stuttgart and Tubingen 1845, Vol. II, page 342). the thesis entitled "Ytiopia" present-- ed by an Egyptian Doctor of Philoso-- phy shows that the complaints as to the intrigues, hatred of foreigners, mendacity, and perfidy of the Abys-- sinians are recurring. THE POWDER BARREL GE. 5885 § In a leading article entitled "Abys-- sinia and the European powers" in the "Berliner Lokalanzeiger" for 11th December 1934, I pointed out that the Ethiopian Empire had become changed in recent years from the or-- dered, unified, and firmly ruled State accessible to European penetration that it had been under the Emperor Menelik II, to an inwardly disrupted and in every respect unsafe country which is definitely hostile to Europe. I went on to show that the govern-- ment of this country is systematical-- ly thwarting the fulfillment of the obligations entered into un d er internationa l contracts and agreements, and that its population, inspired by their officially approved hatred of foreigners and by excessive Subsequent to Ethiopia's pact with Japan, the tendency of the Imperial Ethiopian government to oppose the economic penetration of Abyssinia by the European powers is becoming constantly more hostile in character, and there is therefore no time to be lost in taking the necessary steps to bring Abyssinia to reason again. If necessary, Italy would have to adopt energetic measures, in which case it would act on its own responsibility, but only after consultation with the other two signataries of the Lon-- don Convention of 1906. 'The political situation', the article continues, 'has undergone a funda-- mental change', since Ethiopia is now opposing the very States that voted for its election to membership of the League of Nations. In spite of the inner political disturbances attendant on the flight of the ex--Emperor Lij Yassu in 1982 and in spite of the con-- tinuance of slavery, these States had not yet intervened, but in view of the grave danger to their interests they would now have to decide on a final settlement of this question, and if necessary put Abyssinia under the protection of Italy. | A sigh of relief went through the whole European colony in Addis--Aba-- ba when a long article entitled "L'l-- talie at l'Abyssinie", and signed "P. G.", appeared in the "Temps", the semi--official organ of -- the French Foreign Ministry at Paris, following the famous speech by General 'De Bono', at that time Italian colonial minister, and now High--Commissi-- oner for Eritrea and Italian Somali-- land, on Italy's colonial aims and his article in the review "Rassegna Ita-- liana". This article in the "Temps" at last called things by their right names, and made the following pre-- cise and clear statements: In spite of the proved aggressive attitude of the Abyssinians, amiable traveller--authors, like Alfred v o n 'Rot--Rosthof' in his work "Ba Mene-- lik! Personal Experiences with Abys-- sinian Planters, Negroes, Princes, and Gold--diggers", write of the "pro. German Ethiopian Empire", an d 'Paul Broszio', in an article crammed full of _ misrepresentations that ap-- peared in a widely read Central Euro-- pean paper in April 1934, put forward the theory (misleading for all Euro-- peans likely to be interested in Abys-- sinia) that "the government and pe-- ople of Ethiopia are by no means hostile towards Europeans". A film produced with the aid of the Swiss aviator 'Walter Mittelholzer', and containing for the most part specially set pictures, is being shown by cap-- able business: people in European capitals and big towns. This film is made up solely with a view to serv. ing as propaganda for Abyssinia, and is supposed to show the foreigner the high level of culture attained by the Abyssinians. In very truth, faked displays of this nature are not cal-- culated to ease the lot of the white people living in Abyssinia or to aid them in their struggle for existence. accounts either out of mere business interest or for the sake of cheap sensation, and in publications inspi-- red, unofficially at least, from the Abyssinian side. Thus the book "Land without Hun-- ger, Land without Time" by E. H. Schrenzel conjures up a picture of Ethiopia as a paradise for white pe. ople, as if it were a country in which nothing but milk and honey, and ne-- ver the blood of white men, flows. Similarly entertaining reading is fur-- nished by the French book "L'empire des négres blanes" which is packed full of mere products of imagination and untruths. The hopelessly inade-- quate knowledge of the actual condi-- tions in Abyssinia betrayed in these works is only outdone by that of the writers of the many articles appear-- ing in the European daily papers on the occasion of the recent events in Ethiopia, in which (for instance in the leading articles of the "Journal de Généve", 1934--35) among other things the long since deceased Em-- peror Menelik II is spoken of as being the present ruler of Abyssinia. Che poi -- come rileviamo da un rapporto della "In-- dian Tea Association" -- l'olio di se-- mi di té non possa usarsi con sicurez-- za della salute come olio commesti-- bile, data la presenza . di saponina, tanto che si esita ad usarlo anche co-- me mangime per il bestiame, cio non fa né caldo né freddo ai manipolato-- ri; si cominci, essi dicono, col guada-- gnare a qualsiasi modo; al resto ci pensera' il diavolo. -- Ma il diavolo insegna appena a fa-- re la pentola; non il coperchio. Ed il coperchio, invece, lo ha trovato un chimico addetto al Dipartimento del-- l' Agricoltura degli Stati Uniti, il qua-- le, a forza di studii e di ricerche, ha finito con la scoperta del reattivo che isola e distingue infallibilmente, de-- cisamente, l'olio di semi di té dentro l'olio d'oliva, come un esperto cassie-- re di banca sa . distinguere a prima vista ed al primo senso del tatto la moneta falsa di piombo tra quelle genuine d'argento, il biglietto di ban-- ca falso tra quelli veri. Ed essendo l'olio di semi di té di un colore giallo chiaro, si fonde facilmente col colore dell'olio d'oliva, particolarmente se vi si aggiunge una lieve quantita' di color verde artificiale; é inodoro e quasi insipido; non é seccativo e, se di buona qualita' non solo difficilmen.. te irrancidisce, ma si sottrae agevol-- mente alla constatazione mediante a-- nalisi chimica poiché -- sempre se di buona qualita' -- non da' reazioni cromatiche _ apprezzabili coi reattivi generali e speciali degli olii di semi. Soltanto col reattivo di Bieber da', a freddo, una colorazione verde che pas. sa all'azzurrastro e al giallo verdo.. gnolo; scaldato per 20 minuti a bagno --maria bollente, da' colorazione ros-- so--ciliegia; ma se l'olio é molto raffi-- nato, anche queste reazioni sono poco evidenti. Ciéò, s'intende, sino a tempi assai recenti. Da parecchio tempo i funzionari del Dipartimento dell'Agricoltura anda-- vano: sospettando che forti quantita' di olio d'oliva erano state adulterate con olio di semi di te', vendendosi ta-- le miscela poi per puro olio d'oliva.
