We refer ta the township cierk and the township treasurer. Possibiy no officiai ls more in de- mand and has more ta do than the township csÈrk. Ilis duties are many-sided and demand flot only patience and tact on bis part, but also requires a pretty tboroughi knowieoige of municipal affaira andi trie Municipal Act in particular. In a township many questionsare brought to him, from a uine f ence dispute or a stray dog running at large ta the best methot of having a certain drainage matter adjusted. The cierk is, by virtue of bis of - f ice, the officiai adviser of the council wbich he serves and there should aiways be wliole-hearted co- operatian between tbe reeve and tbe councillors and the clerk. If the clerk is an experîenced of- ficiai, he usuaily has every detail o! the municipal procedure necessary for any question almost at his finger ends, or he knows where ta find it in the statutes. In f act be bas ta becorne the legal adviser to the counicil on most questions that corne before it. Some councîls, especially one, composed of new men who have had littie or no experience in municipal matters, make the grave mistake o! appointing a new clerK. in place of the experienced one after an elec- tion. If a clerk wiil not work in harmony witb any counicil bis ser- vices should be dispen.sed with atl once, but if is rarely tbat titis oc- curs. The municipal cierk is generally in cioser touch with the public in general than tbe members of tbe- council, as he is meeting and con- 1 versing witb people f rom ail over tbe municipaiity, and knows the public mind, and is in a position ta give sane advice ta the counicil and guide theiin f raming a policy that wiii be acceptable ta the majority of the ratepayers. It is impossible to piease every- bodiy. Townsbip clerks are not in- f allibie. Tbey are buinan, and make mistakes like everybody Who attempts ta do tbings, but often the public do not consider the muiti- tudinous duties that a cierk bas ta perform, and they see the f ew er- rors made, but f ail ta give credit f or the many things that are done correcty. Usually the cierk is only tao giad ta correct any error ana often has ta listen ta many comn- plaints on variaus inatters, sorrh that are reasonable and others that are sometimes ridiculous. A clerk of broad sympathies and a pretty tbor- ough knowledge of human nature. can of ten expiain away many of tbe tbings that make a councillor's life anytbing but a pleasant anc. True, a clerk is a paid officiai, but usuaily the sala.ry is very ina- dequate for the great amounit of work and the responsibility that goes with such a Position. The townsh.ip treasurer is another 1officiai who bas a very important iposition ta f iii. Altbough flot s0 often in demand as the clerk, bis work must be abso- luteiy correct in every detail. Many governmental returtis are required that mean much detail work, and now tbat there are so many arrears of taxes ta look af ter, the work is becom.ing more a.nd more arduous every year. The treasurer is the f inancia1 ad- viser ta the counicil.
