Did the former Darlington Council consult with this body of people? If flot, why didn't the Regional Council of Newcastle get assistance from these people or even ask our Recreation Director Mr. Fan- ning or Arena Manager Mr. Neads about the facilities proposed for the new arena and whether these \ere- ade- quate. t am not' try\-ing to degrade Mr. Jacksoni's aýbility to design an arena but I am thinking abot vo'ur Wrships remarks just a short timne ago, that he would like to get people outside of Council involved in these projects. Hopetulix, he meant taxpayers and present heads of departments who x'muld be concerned about the new projects. As I mentioned to Council. I hoped the sub-contractor for the instal- lation of the ice making machine would be Canada Ice Co. so if there were a breakdo wn of equipment in either' arena the machinery would be interchangeable. Another thought along this ,une would be the installation ot three :30 HP. compressors and not one 30 HP. and one 60 H.P. (to make the 'ice) s0 we could possibly get along with- onf the hiring of an engineer to look after these compressors. I would like to again oppose closed Committee of the Whole meetings, as I did when 1 was on Bowmanville Coun- cil, such as the one this Council held on the morning of Monday, March 4, 1974 to decide wich tender was f0 get the job of constructing this nev, arena. You men are discussing behind closed doors the spending of thousands of dollars of the taxpayers mnoney. I know these minutes arc printed (some portion of the' meeting) for-Councils agenda, but I still contendthe final decision at these Com- mittee of the Whole meetings should be open to the press and the public. Some people might be able f0 attend these meetings and n 'ot be able f0 get to the Councîl meeting. I agree that part of these mieeti ngs have to be closed. if you are discussing problems that mighf arise in differences between a tendered price and the architect or when you arc discussing employees' person- alities or problems but the final part of' these meetings should be QLien.
