Another trustee, Bill Car- man criticized the report for not going into the quality of education "which is the para- mount issue," He summed up the content of the report as a "bunch of garbage." One proposai made in the report called for a committee of appointed county council- lors who would look over the school system and education in general. Mr. Carman said a commit- tee of county counillors would not be helpful because of their inexperience in edu- cational issues. Director of Education Frank Thom criticized, a recommendation to bring both public and separate school education under the juris- diction of the county councîl as suggested in the report. He said to do this would mean changing the British North America Act which guarantees the survival of separate schools. A major concern of the board at the meeting was whether to keep the present Northumberland and New- castle school system in one jurîsdiction or to split it Up, leaving Northumberland completely on its own with Newcastle joining Durham's school system. The consensus given in a brief prepared by the admini- stration stated "the retention of its present boundaries will enable it (the 'Northumber- land and Newcastle Board. of Education) to maintain a strong, viable school system, while shrinkage of its juris- diction, of necessity, must be accompanied by increased per capita costs and correspond- ing loss of educational effectiveness. The only answer must be a clear and unequivocating cali for re- tention of existing boundar- ies.
