10 The Canadian Statesman, Bowmanville, June 9, 1976 Section Two No Surplus 76 Budget Treasurer Joe Descent said last Friday that this year the Town of Newcastle will be getting a "bare bones" bud- get. 1 He told a meeting of Newcastle town coumcîllors that the chances, for either a surplus or a deficit are not very good. "If 1 were antici- pating a surplus, I'd have put it in there, " he said. b.ast Friday was the council- lors' last chance to look over the 1976 budget before it was presented to Council on Mon- day. t was an opportunity for iast minute changes before the by-law putting tax gathering machinery in motion was passed. No changes were made. 1Whiie it is expected that-this year's budget wiil contain neither a surplus nor a deficit,, the town treasurer noted that a surplus of $344,850 was left over from last year. Mr. Descent said this money was placed ia the budget for 1976. t is one of the reasons why general taxes -- the ones levied by the municipality -- show smailer increases than educa- tion taxes or taxes levied by the region. Taxes raised by the town for general purposes total $1,528,833. That's just over $19,000 less than the figure for iast year. Gross Expenditures In discussing, this year's budget, Mr. Descent said gross expenditures ln the public works department had risen by seven per cent over last year's budget. Fire de- partment expenditures have risen by 19 per cent. A stili larger increase is in the Recreation and Parks Department where budgeted expenditures are up 36 per cent over iast year. Mr. Descent said one of the reasons for that increase is expenses from the new Dar- lington Arena. In other budget discussions, Mayor Garnet Rickard noted that there has been a void in "1contingencies". These in- clude funds that are set aside for legal expenses should the town be involved in litigation. Mr. Descent said, however, that some provisions had been aiready made for legal ex- penses. If the budget were held up to include any extra items, there would be a day and a haif delay in order to re-calculate miii rates. Tax Base Councillor Ken Lyail said that when the people saw the budget figures, they would assume the increases were the fault of local politicians. He addied that the icessgot ouýt of hand on the regional and eduicational levels and con- cluded thiat "We have to have a wide tax base." Mayor Rickard added that he had mentioned the need for wider tax basis 10 years ago. He added that other means of taxation besides property tax- es were needed and he said public forums on the issue of municipal taxation were need- ed.
