Issue, New Stamps Tied to New Rates New domestie postal rates are, in eff ect in' Canada beginning today. And because of the new rates, the Post Office has announced changes in its' stamp program for the remainder of 1976. Com m itee0A grees to $43,OOO InsuronceI Package for Town The Town of Newcastle wili probably buy a $43,222 insur- ance package as a resuit of a decision made at a reguiar meeting of the finance com- mittee Monday, August 23. 1Town Treasurer, Joe Des- cent recommended in a report that the firm of Scottish and York be engaged to provide insurance coverage for the town. Although tenders on the insurance had been caiied, Mr. Descent's report stated that besides the offer from Scottish anîd York, no other offers were received. The insurance company wil provide coverage on such things as town vehicies, town buildings, and boiler equip- ment. Even insurance policies on three of the seven council members are inciuded in the deai. Policies for four council memnbers who also sit on regionai councl are handied by the Region of Durham. But, the insurance wiii be based on a $1,000 deductibie fee which means that the town wiii have to absorb smal losses. Counilior Bruce Tink said at the finance commîttee meeting that he was "any- thing but happy" with the deductible fee. He said that petty thefts and minor scrapes couid a&cumu- late to many thousands' of dollars on which nothing couid be ciaimed. "We're just iosing money ail the time,'" he said. However, Counillor Lyal said that a higher deductible rate would meanhigher prem- iums. "You insure for dis- asters, you don't insure for minor losses, he told Council- lor Tink. Councillor. Tink said, how- ever, that he would like to see the, figures on how much premiums would be if smaller deductible fees were used. Councillor Lyali said the fees would be made available but hie told Councillor Tink that they wouid probably surprise him. Mr. Descent's insurance report, as adopted by the finance committee, also rec- ommends that consideration bie given to increasing the upper limit of coverage on the Bowmanville Museumand the Visual Arts Centre. The finance committee was told that the Arts Centre had an upper limit of coverage of $10,000. For the Bowmanvilie mruseum, the upper limit was $74,000. The treasurer's report also suggests that the town request quotations on errors and omissions coverage. According to finance comn- mittee chairman, Ken Lyali, these wouid give the town coverage if an employee did some kind of damage through error or neglect. He explained that this form of insurance was similar to maipractice insurance. The town's insurance policy for this year is actuaily a few hundred dollars iower that the insurance fees paid last year. It's considerably lower than the fees paid in January of 1975, when it cost the town $55,000 to buy insurance cov- erage. The action taken by the finance committee bas yet to bie approved by council. Sam Wilmot was the builder of a large-scale fish hatchery near Newcastle village in 1866 and lie bas been described as one Who zeroed in on the causes of the disappearance of the Atlantic salmon in 1860. He found that the fish were being killed by poaching, sawdust and dams.
