March 15. 1978 Section Two Letter Editor Dear Johnny, On page one of the Mardi th Statesman you read where the first draft of the Towns 78 budget would show a tax increase of il per cent. On page two we note some of those responsible for the il per cent hike are preparing a letter to Bell phone opposing that Co's application for a rate increase "they would prefer Bell's increase be held to 4 per cent. " This morning on the radio, 1 heard the Ottawa Civil Service iS Up in arms - the Govern- ment is threatening to hold down their salary increases and the Government i5 afraid "indexed pensions are going to bankrupt the country". Sure took'them long enough to admit the obvious and with an election coming up maybe we should take a look at where our illustrious leaders stand on this question. Trudeau is Yor it. After ahl there are only about 1,000,000 unemployed, the deficît is remoured to be $81/ billion and this year the Federal Governmnent will pay $6.5. billion in interest payments on its debt (up 21 per cent in one year according to treasury board president Andras). Cooper drew to my attention that the teachers contribution had to be used to buy Ontario debentures and the govern- ment had been short changing them interest rate wise for 53 years up tili '71 when there was an upward adjustment and also our guarantee re solvency is "subject to change without notice."' -L.R. Cooper 'did not state' that an audit of the fund in 1975 established that the capital assets were $1.4 billion short of what was required for the fund to be actuarially sound. The governmnent blames infla- tion for the deficiencies, and the pension fund has become ansound as salary settlements in recent years" have been far in excess of what was envisioned when the contribu- tions payments were calculated We people are not opting out of our responsibilities as our government on our behaîf wil this year pump $372.2 million into teachers' pensions, 272.2 million a gift from the tax payers .PLat vyear ,-we wre is now we seemn to have some strong unions enjoying the benefits and expecting the rest of us to pick up the tab for the losses.
