Our regional council recently requested a review by the province of the organization, ad- ministration and ftinctioning of local government within the region. At the begînning of the month 1 was in the Cty of Hamilton and as you may or may not know, they are present- ly undergoing just such a review. It was commissioned about this time Iast year. The study centres on improvements that can be made to the present system of local govern- ment, based on criteria such as accountability, responsiveness, cost effectiveness, ef- ficiency, responsibil- ity and accessibility. The final document with its recommendations is not ready yet, but I was able to acquire a copy of the consolidated research documents. The research was accomplished by various researchers and consultingfirms, among them were some old friends,. I.B.I. Group (Courtice) and James F. MacLaren Limited (Darlington Generating Station). They, do get around don't they! Political organization was a very enlightening research paper. It showed the many paales with our own reio, including many variations and inequities between municipalities. One interesting table is entitled "Representa- tion -on Regional Council showing Hamilton with 13 per cent more popula- tion than per cent of seats on council, while Glanbrook, with 3'/2 per cent of Hamilton's population, has 5 per cent more seats than it has population. This made me wonder what such a chart would look like for our region, so I did a ittie calculating: wfh f.mfaurlrng fteopinions and concerno of Dennis SodMer Pr"ROVINCIAL COURT similar staff and ever- increasing budgets. It is al so within the jurisdic- tion of three sehool boards. Since the final report is notý get ready, I was unable to get any information on the cost or even whether or not the province or region is picking up the tab. A large portion of the research document deals with planning. The region actually takes on the planning for some area municipalities requesting it, but I will discuss that next week, ambeating?
