14 The Canadian Statesman, Bowmanville, May 17, 1978 Section Two Council Briefs Municipal Clerk's Week The week of May 14 tbrough May 20, 1978 bas been déclared Municipal Clerk's week. At council Monday night, Mayor Garnet Rickard proclaimed the week in recog- nition of the services clerks perform and their dedication to the communities they represent. The proclamation grew out of a recommendation from the finance and adminis- tration committee meeting which was beld on May 1. Row Housing Expansion Th~e first quarter of 1978 bas seen an expansion of multi unit housing or row housing, starts in the Town of Newcastle as compared to 1977. This year, 40 such units have been started whereas last year none were. This increase in, multi unit housing has resulted in a dedline in the number of single, family dwellings, started. In 1977, more than 70 single family units were begun; this year, only nine have been started. Thé total number of dwelling units is down from 73 to 63 and the cost value for the month is also down to $1,531,940 from $1,727,158. No semi-detacbed bouses have been started so far. Last year eight semi- detached homes were under construction by April 30. Heritage Group Refused The Heritage Committee of the Town of Newcastle bas requested representation on the town's lanning board committee. Marie Hubbard made the request in a letter to council on April 24, however, the request is being denied because of the legisiation governing the committee. Mrs. Hubbard will be sent a letter informing ber of tbis and explaining that tbe meet- ings are open to tbe public and the society is free to attend in a non-voting capacity. Mayor Garnet Rickard said that the prime concern of the society is that bistorical buildings are not demolished before their situation is completely explored and investigated. Amusement Bylaw The Town of Newcastle's attempt to pass a by-law regulating and licensing places of amusement within the municipality was almost passed Monday nigbt, bowever, differences of opinion regarding certain specifications in the by-1awý resultedin its tabling. Councillor Ted Woodyard moved that tbe by-law be taibled after second reading until it is established wbere tbe council was going to allow places of amusement and that the by-law be discussed again at committee level. This motion was carried. One of tbe points discussed, at the meeting was the amount of floor area of the premises that could be taken up by amusement machines before a licence was necessary. The by-law currently reads 'more than 50 per cent'. Councillor Jasper Hollîday would like to see the by-law read 'more tban 25 per cent.' Council is concerned about these outlets because of the trouble other municipalities bave been experiencing with tbem. OBITUARY WILLIAM S. SHOTTER A résident of Bowmanville for 59 years, Wlliam S. Shotter, aged 83 passed away on Saturday, May 8th, 1978, in Memorial Hospital, Bowman- are bis wife, a daughter Florence, E. Martin, three grandcbildren, and fîve great grandchildren. Funeral services were beld on Tuesday at the Nortbcutt Elliott Funeral Home wîth the Reverend Archdeacon Gracie officiating. Paîl-bearers were Messrs. Donald and Paul Sweete, Alex Martin, Ralph Cole, Pbilip Landry, and Donald Rundie. Many beautiful floral tributes were received in bis memory including offerings from tbe IO.O.F., The Royal Trust (Pensions), Emerry Air Freigbt, and the Royal Canadian Legion.
