Comp. Third Principal, David Melrose. In bis message of welcome, Ex. C p. MacKenziè expres- sed Chîs pleasure for the excellent turn-out of Mem- bers, their Ladies, guests and visitors, and extended a spec- ial welcome, on behaîf of Palestine Chapter, to the many wives of former Chapter members new deceased. William Fairley and Mrs. Fairley and Mrs. Dorisi Rate , Rt. Ex. Comp. H. Brucei Tink and Mrs. Tink, V. Ex. Comp. Walton Pascoe and Mrs. Pascoe, Ex. Comp. Keith Billett and Mrs. Billett. The Toast to Grand Chapter, presentecl by Lsx. comp. Keit Bîllett, was responded to by the Grand Sup't. Rt. Ex. Comp. Bernard Box. Comp. Kerineth Bromley, in his Toast to "The Ladies" extended cordial greetings on1 behaîf of the Officers and Members and expressed the pride of the Chapter in being able to welcome sucb a fine group of Ladies. In ber response to this toast, Mrs. Geraldine MacKenzie, in a1 most sincere and kindly *manner, expressed apprec- iation on behaîf of the Ladies present and offered best wishes for the prosperity of Palestine Chapter as it moves forward into its next fifty years of dedication and ser- vice. Mrs. Rita Fairley, wife of the Guest Speaker, rendered several beautiful vocal select- ions accompanied by bier friend, Mrs. Doris Rate at the piano. At this point in the program, the Master of Ceremonies called on Rt. Ex. Comp. Bruce Tink who, after a resume of bis Masonic career including tbat of Historian of Palestine Cbapter, presented V. Ex. Comp. Walton Pascoe with a "Citation for Distinguished Service" on behaîf of, the Officers and Companions of Palestine Chapter. This came as a complete surprise and, in bis reqponse for tbis kindly gesture, V. Ex-. Compn Pascoe expressed a humle but sincere apprec- lation for tbis special tribute and in a few well cbosen words voiced bis tbanks for tbe gift of a Life Membership in Pales- tine Chapter. uresented bv Ex. Comp. MacKenzie. He said, tbe many kind words and tributes paid to him, sbould be. shared by the Committee, at whicb point be named tbe Committee and tbanked them for tbeir assistance. The speaker of the evening, was introduced by Ex. Comp. Malcolm MacKenzie. Rt. Wor. Bro. Rev. William Fairley wasbora in Scotland, and after coming to Canada, attended Knox College, from whicb he graduated. He is Fresently tbe Minister of the 'resbyterian Cburcb in Fene- Ion Falls, is a dedicated member of the Masonie Order and was recently Coronetted' an Honorary 33 degree Ia- spector General of tbe Ancient and Accepted Scottisb Rite of Pree Masonry. In bis speecb, be referred to the similarity of our lives to tihe lessons of the Masonie Order. That our lives could be open or elosed to the finer lessoas of life if we would only relate to tbe teacbings of our Maker. Davîdt During the first week of December an impor- tant decision will be made regarding the selection of a regional chairman for the' Regional Municipality of Durham to succeed Mr. Walter Beath. This selection will affect many of my constituen- ts who make up a major part of the region of Durham. To give a bit of history, the ten regional municipalities, the District Municipality of Muskoka and the Municipality of' Metropolitan Toronto have councils headed by a Chairman who is selected by council members for a two year term. The Chairman does. Melrose brougt a most enjoy-1 able evening, and a fitting ending to yet another event in, tbe 5Otb Anniversary Cele- brations of Palestine Chapter to, a close. not have to be a mem ber of Council, but automatically becomes a member upon appoint- ment as Chairman. The practice has been for the Province. to ap- point the Chairman for the first term of office of the newly restructured municipality and for, council to select its Chairman from then on., The Chairman has the normal duties and- responsibilities, of a head of council. This position is very important because without an efficient and capable Chairman the business of council could easily become chaotic. Besides being the watchdog over council affairs, the Chairman also acts, as an "am- bassador" by represen- ting the municipalîty at a variety of social fun- ctions within the com- rhunity. The Chairman must also possess leadership. In municipal govern- men, however, this ledrship role is usually not one of dic- tating and ordering but of quietly and effec- tively achieving consen- sus on issues, balancing demand for service and programs against the availability of finances, ,and ensuring that al elements of 'the corn- munity are working toward the same goal. Walton G. Pascoe. V. Ex. Comp. Pascoe received a citation for distingulished service at the Palestine Chapter's Ladies Night held November, 18. In the continuing activities of the Clebration of itis Golden Anniversary, the Of- ficers and members of Pales- tine Chapter, Royal Arch Masons, bosted their Ladies at a lovely reception and ban- quet, in bonor of V. Ex. Com p. Walton G. Pascoe, Chapte r Historian, on Saturday eve i ing, November l8th, 1978, in the Great Hall of St. John's Anglican Churcb, with up- wards of ninety in attendanceB.' The "Social Moments" prior to tne banquet, provided a very appropriate opportunity for rnwn old friendshîps and main ew acquaintan- ces, made ail the more pleasant by the delicious fruit punch, a kind gesture by the First Principal Ex. Comp. M. MacKenzie and Mrs. MacKen- zie. At the dinner bour, the Head Table and Honored Guests were ushered into the Hall by Ex. Comp. Royal Hall, Direct- or of Ceremonies. to the accompaniment of a Grand Marcb witb Mrs. Margaret, Munday at the piano. Just prior to their entry, the Ladies at the Head Table, were presented witb a beautiful corsages to compliment their lovely evening attire. Ex. Comp. William Fairlev. thse singing of "0f Canada" and a toast to "The Queen", the Martha Group of St. John's Churcis served a deliclous roast beef dinner.
