Due 'to provincial restraints on spending, extra, funds cannot be ailocated for IYC ac- tivities,. HoWever, al Ministries and Secretariats of the On- tario Government are participating by building special pro- jeets into existing programs within regularly allocated budgets. Many pro jects dealing with cildren's services or dedicated to the Year of the Child are already well advanced. The Ministry of Health an- nounced addition;;] Amendment' Sought in DLurham Act The wheeis were set in motion by Durham Regional Council last Wednesday to change that part of the Durham, Act which aliowed chairman Walter Beath to vote himself into office last December. Council passed a motion authorizing the regional solicitor to review the per- tinent sections of the Act and recommend to the management committee their sections be changed. Changes would eliminate the breaking of a tie vote in the election of regional chairman by the per- son who held the chairmans office the previous year. The motion, introduced by Oshawa Mayor Jim Potticary, arose out of a controversy created by Beath's election as regional chairman at council's inaugurai meeting December 6. The vote ended wîth bôth Beath and challenger Oshawa councillor Allan Pilkey screening tests for diseases causing mental retardation in undetec- ted or untreated new born children. Also, an intensive immunization and awareness c am- paign and a preventive dental care, program began last fait. A comprehensive public education program on mental retardation prevention is being mounted during 1979 by the Ministry of Comuiy and Social Services with 'the assistance of the On- tario Association for the Mentally Retarded and the Ministry of Health. The Ontario Educationai Com- munications Authority is producing a series of f rograms called "A Dif- ferent Understanding" to assist teachers and specialists in under- standing the problems and pain experienced by children with learning disabilities. receiving 15 votes. Mayor Potticary was not satisfied with this ruling, though, and sent a letter ta Queen's Park questioning the iegality of the election. Ministry of Intergovern- mental Affairs solicitors agreed Beath's election was properly conducted and legal. Mayor Potticary said hie knew of very few systems of government which expected a person not elected to vote for himiself. He said the anomaly which was created in the writing of the Durham Act and which "has caused em- barrassment to eiected people of high integrity" should be corrected within the next two years. Speaking about the Year of the Child, I would like to comment on the two recreation facilities that have been recently built in the Village of Newcastle- and Orono for, amongst others, children. There has been much discussion in the last few weeks about the financing of these two arenas, and some ap- parent delay from Win- tario in getting money to the Town of Newcastle to alleviate the Town's interim financing for these projects. Barr calied me and said that the Town was ex- periencing some delays from Wintario. As a result of this caîl, I arranged to meet with Wintario represen- tatives and with the Town of Newcastle staff on Friday January l2th. The meeting was chaired by Mayor Gar- net Rickard, and after an ail morning deliberation, it ap- peared that the dif- ficulties wouid be resolved with further meetings amongst the staff. I was not contacted by anyone from the Town of Newcastle about this matter until January 23rd when Mayor Gar- net Rickard informed me that things were moving along, and if the Town needed my assistance again, they would contact me. I know that the Town Council would not like interference into their management, and know that my rote as co- ordinator at the provin- cial level. helped facilitate the problems that seemed to have arisen. I think it is only fair to say that if anyone has questions about the exact status- of these two worthwhile projects, they should contact their local councillors to get more information concerning progress at the Town Levet.
