Mr. Perrett accidentally sparked the fire with a propane torch hie was using to repair a water pipe. Neighbors and two families passing by worked along with Perrett, to try and control the blaze until firemen arrived. Damages to the home were estimaited at $5,000 to $9,000 with undetermined water damage to the kitchen. Recommend Subdivision Controls If Newcastle Council ac- cepts the advice of its plan- ning and development committee, a special authori- ty will be established to set standards for construction in new subdivisions. The planning and develop- ment committee is recom- mending that an architectural control committee be responsible for monitoring construction in each future subdivision. Such a committee would be composed of one representa- tive of the developer, a member of the public works and planning departments and a control architect selected by the town and paid, by the developer., Its power would be derived through a provision of the subdivision agreement prohi- biting issuance of a building permit for any lot in the subdivision until the plans and elevations have been ap- proved by the committee. Such a stipulation, the planning and development committee hopes, would ensure the attractiveness and compatability of new residen- tial development with existing development in the town, village or hamlet. The architectural control- committee could rule on such things as house facades, quality of building materials and the theme of the subdivi- sion. At present, the Town of Whitby is the only municipali- ty in Durham Region which establishes an architectural cont or .each, new subdivi.- Sion. Launch Easter Seal Ap peal This year's Easter Seal appeal will get under way of- ficially on March 5 according to campaign chairman Gerry Gerrits of the Rotary Club of Bowmanville. In announcing, the start of the six-week long campaign which runs until Easter Sun- day, April 15, Mr. Gerrits ex- pressed confidence in bis club's abiity to meet their local objective of $10,000.' Throughout Ontario, 236 service clubs affiliated with the Ontario Society for Crip- pied Children will be aiming at a provincial objective of $3 million needed to maintain essential, rehabilitation ser- vices for thousands of On- tario's physically handicap- ped children. "I don't know if people fully realize just how much time and effort goes into getting this appeal ready each year," said Mr. Gerrits "but it's for a good cause and our members are glad to volunteer their time to work on it. " Last year, area residents contributed $6,200 to the ap- peal and the chairman is con- fident that this year's respon- se wil be even better.
