Hospital Administrator, R.E. "Dick" Elston stated doctors are not included in reference to hospital staff. 1The following are the jury's recommendations and a summary of the hospital board's stand on ,each. The board's response came in a press release dated September 27, 1979, following 13 weeks of deliberation and study by the special inv,.estigation committee. Recommendation No. 1 stated, "Keep ail hospital and doctor's medical records up to date at al times". The board dlaims hospital records are current at ail times. Recommendation No. 2 stated, "In a case like this, it should be standard routine to monitor ail vital signs every hour regardless of where the patient is in the hospital and record immediately." The board states an order such -as this lies within the scope of physician judgement and cannot be written as standard procedure. Recommendation No. 3 stated, "Improve communications and information exchange between family doctors, specialists, nursing staff and between hospitals when patienits are transferred." The board professes the hospital maintains adequate and reasonabie communication on transfer. Recommendation No. 4 stated, "Staff hospitais consistent with available equipment to avoid the situation that occurred here with the respirator and intravenous." When -several attempts by nurses failed to start an intravenous for Mr. Hibben, the physician was so notified and chose to cancel the order. Another danger that the residents saw in the proposai is the extension of a sewage outiet pipe into Lake Ontario. Bowmanville's proposed Port 1Dariington sewage treatment plant has been planned for the site alongside the existing water treatment plant. The board states the hospital -strives constantly to recognize limitations and does transfer patients, when necessary, to other facilities., Recommendation No. 6 stated, "Consider standardization and uniformity in hospitai record keeping." The board dlaims the hospital'S record keeping meets al standards consistent with the Public Hospitals -Act and the Canadian Council on Hospital Accreditation. Recommendation No. 7 stated, "Any recommendations for further treatment or services made between doctors with regard to patients should be followed up." The board declares the hospital was not involved with Mr. Hibben when the referrai situation mentioned in this recommendation occurred, and that it has no reference to the present hospital situation. Recommendation No. 8 stated, "A doctor be in attendance at Bowmanviile Hospital 24 hours a day." The board feels this recommendation is, somewhat idealistic and that the present arrangement of having two physicians on cali, within five minutes for true emergencies is proving appropriate to the needs. The hospital administrator previously stated knowledge of three previous inquests, in addition to this one, in the last 10 years involving treatment at Bowmanville Memorial Hospital. -a- Resient have not 'yet been awarded.
