Hydro Election Also Important It is an often overlooked fact at municipal election time, that people in many Ontario municipalities are elected as hydro or public utility commissioners. commissioners. This confusion may arise because utilities are local boards whose financing financing is ultimately guaranteed by the municipalities. Even so, hydro and public utility commissioners are responsible for such matters as setting local hydro and water rates and for practices regarding collection of payments payments from customers and when cut-offs should take place. They also make decisions about capital projects, such as their administrative office buildings, and construction or extensions _ of local hydro, water and" sewer systems. Included in this are decisions by the commission on the financing of capital projects and how much of the cost of such work should be borne immediately by local rates or over the longer term by borrowing. borrowing. These elected positions are not on the ballot in every municipality, however. When they are not, this reflects the close relationship of the utilities utilities to other municipal responsibilities. responsibilities. Hydro commissioners commissioners are appointed by municipal council in a few cities and in some of the regional municipalities where local hydro restructuring has recently taken place. In addition, addition, there are no elected commissions for sewer and water purposes (just for hydro-electric services) in Metropolitan Toronto and the regional municipalities. So check which is the case in your municipality,, and when you vote on November 8th, take advantage of the opportunity opportunity on the ballot, where applicable, to participate in determining who sits on your hydro or public utility commission.
