Council Supports Resolution Calling for Tax Changes To Raise Funds for Schools By Peter Parrott Newcastle's town council has supported a resolution from Hope Township which calls for changes in the system of taxation used by school boards. "If the present system of funding continues, it could well be possible that in a few years we could have the best educational system that we can't afford," said Hope Township in a resolution circulated to all municipalities within the Northumberland and Newcastle Board of Education. Newcastle council voted to endorse the township's suggestions during Monday's council session. The township had asked that alternatives be found in funding educational costs. In addition, the presentation presentation of the school board budget earlier in the year was requested. "In this time ' of increased technology and special programs, which are expensive, the present way of funding our school system through property taxes is becoming outmoded. Our rural communities, communities, small towns, and villages, do not have the assessment base to compete with the larger industrial centres," Hope Township said. A comparison of 1983 educational mill rates among the municipalities municipalities in the Northumberland Northumberland and Newcastle school system showed that school taxes accounted for at least 50 percent of a total tax bill. The Village of Hastings had the lowest percentage of school taxes; exactly 50 percent of the tax bill was spent on education in the village. The Township of Brighton reported the highest percentage of local taxes going towards education. Seventy-five percent of the Brighton Township mill rate went towards the school system. In the Town of Newcastle, educational costs account for 56 percent of local tax dollars. Bowmanville Town Hall May Be Designated As Historical Structure The Canadian Statesman, Bowmanville, June 29,1983 15 Lucky Winners of Miracle Food Mart Senior's Draw BY PETER PARROTT One of the town's oldest public buildings could be designated as a historic property property if a suggestion from the town's Local Architectural Advisory Committee (LACAC) is given final approval. approval. The building in question is the Bowmanville Town Hall, which was built in 1903-04 at a cost of $12,306. In a notice to Newcastle council Monday evening, LACAC announced that it is considering designating this building under the Heritage Act. Council was advised that the building is recommended for preservation as a historic structure because of its architectural architectural significance. It has been described by LACAC as the best example of civic architecture left in Bowmanville. In addition, the building is the town's only example of the Beaux Arts style of architecture. architecture. "It is also recommended for designation for historical reasons because it has housed the municipal offices of Bowmanville Bowmanville and the Town of Newcastle since 1904," LACAC said in a report. Newcastle council has asked town staff to consider the request request from the Local Architectural Architectural Conservation Advisory Committee and to report back to the general purpose committee. committee.
