Hardly a day goes by when we do not have some reminder of the many people in this province - one in ten - who have a physical disability. We may hear of a friend or neighbour neighbour who is disabled through disease or accident; we may observe someone navigating the streets in a wheelchair; or we may just see the symbol that reminds us that a facility has been modified for use by a disabled person. The Ontario March of Dimes is one organization in this region that strives to aid any adult with a physical disability disability - regardless of the cause. You will be especially interested interested in our program involving involving the micro-computer. The March of Dimes is pioneering research into its many appli cations to help severely disabled disabled people gain greater control of their world. In addition, wherever possible, men and women are trained to make use of the computer as an avenue to employment. Last year in Durham Region, $6,000 was spent on the provision of assistive devices. This year, $13,000 is needed for this program alone. For example, one wheelchair costs $600. These are all worthwhile projects - and they cost money. The support of private donors and the business community community is essential if the Ontario March of Dimes is to continue to serve the many disabled adults in Durham Region. The one letter that I was not too shook on was the letter from Councillor Cowman as follows. It would appear that she is trying to put the blame for the reassessment reassessment on the Mayor, Sam Cureatz and also the Government. Government. Now, I believe the blame should be put right where it belongs and I believe the people are entitled to know the facts, so I decided to go back and do a little research to see if I could come up with anything at the start of this thing and here is what I came up with: Jan. 3,1983 - Resolution Resolution No. GPA -24-83, moved by Taylor, seconded by Cowman that the previous resolution be amended by adding: The Minister of Revenue be requested requested to update the assessment assessment role to 1980 values and that the assessment department department produce an impact study for consideration of council. In some of the letters, it made mention of the meeting place being changed and I was told at the Town Hall at noon that day of the change. (Not much notice.) I also notice where one letter made mention mention of police attendance at the meeting, but what they apparently apparently were not aware of was that I understand that they were also outside the building as well. Now, I ask the Mayor in my last letter who requested requested the police to be in attendance, attendance, but as he never reads my letters I will never know, but I would venture a guess that possibly Councillor Cowman could give us the answer as she does read the letters. John, at the last council meeting, as you reported, the Council in a surprise move took some $100,000 out of the budget and all I can say is that I told you in my last letter that they could reduce it by taking it out of the unclassified or surplus (Same Thing) and that is where they took it from, and also I heard Coun. Hobbs make a statement that there was lots of money in the budget as it was padded pretty good which is what I have been saying all along. Then later in the meeting I heard the Mayor state that he always always wanted a Zero budget but I remember the council saying to staff to prepare a budget with a five percent increase, so in my opinion this has to be double talk. The other thing that I heard the Mayor say was that just because because the money was in the budget did not give anyone the right to spend it without council council approval. No doubt with that statement the mayor will probably advise me as to how the new gown was purchased as I can find no allowance in the budget for it and also can find no approval either. Oh well, as I understand it only cost $500 but then if you had everybody spending $500 without without approval it would soon mount up and it is our money. Well, I must close but before I do I wonder if Coun. Cowman would like to advise us of her participation in budget discussions discussions (Number of times she attended and for how long) as she made a motion to take another $10,000 out of the budget budget and she didn't seem to have a clue where to take it out of, so Coun. Hobbs suggested suggested to take it out of the same slush fund and it carried. No doubt if my figures are right there ip a lot more in there but then again that is how you create a political surplus for the next election. (Politics and the cost to the taxpayer.)
