J i Celebrated His Second Birthday Section Two The Canadian Statesman, Bowmanville, April 11,1984 11 ; Aprils, 1984 * Trout Transfer Dear Mr. James " : On Saturday, April 14, 1984 x the Bowmanville Creek Anglers Association, in Co- Operation with the Ministry of Natural Resources will once again commence its annual transfer of Rainbow Trout ' over the Vanstone Dam. The transfer will take place for approximately five days , during which time it is hoped that some 700 trout will be \ lifted. The B.C.A.A. has been given permission this yearjo conduct'the "transTèr without the direct supervision of the , M.N.R. The public is welcome to come and watch the transfer, transfer, however only members of the B.C.A.A. will be allowed to participate in the actual lifting of the trout. Anyone wishing to become a member of the B.C.A.A. can contact David Lawson at 623-9469. The B.C.A.A. would also like to remind everyone that the M.N.R. Conservation Officers and the Durham Regional Police are watching area streams closely for anyone involved in the taking of trout prior to the opening of the regular season. Convictions under the Ontario Game and Fish Act and Ontario Fishery Regulations provide for heavy jines and seizure of equipment' equipment' Spawning' trout' are' vulnerable to poaching at this time of year, and the public is requested to report any instances instances of poaching to the M.N.R. or the police. St. Joseph's With Bob Willsher Trustee, Ward III, Northumberland - Newcastle Board of Education As you are probably aware, the Board's budget has been approved for 1984. Fortunately, Fortunately, the delay experienced last year was not repeated. I believe the budget is a reasonable reasonable one even though it is over the five percent suggested by the province. The final budget was substantially reduced from the original draft considered considered by the operations and finance committee. For local taxpayers it represents a 5.78 percent increase in the mill rate. Bill Carman, chairman of operations and finance, and his committee spent many hours, with the assistance of administration, moulding the budget into the final document. document. It was not an easy task and they deserve our thanks for their efforts. As Bill indicated at the time the budget was presented, careful monitoring will be needed to ensure expenditures are kept within the budget. Last year's expenditures came in at an underlevy of $13,500. This is most satisfactory satisfactory on a budget of $58,000,000. Hopefully, the same results can be achieved this year. The budget doesn't satisfy everyone. Some thought it should have been lower and others felt important needs were being ignored. Obviously, Obviously, everyone is going to have to work a little harder to make do with what has been established. established. The province has proposed to introduce standardized testing testing for all students. The where, when and how of this program is still unclear. The stated intent of province-wide testing appears to be a response response to concerns about the quality of education. Reaction to the proposal is varied. Some see it as a positive positive step while others are concerned concerned the results will be used as a reflection of our teachers' abilities. At the moment I am not certain of how to react to the proposal, mainly because the intent and methods are unclear. I believe it is important to measure a student's success. How else can we determine what additional experience an individual student may require? require? I have some concerns about a standard test being administered across the province. province. Such tests are difficult to design to meet the varied social and economic differences differences in the province. These can be real factors in the test results. I cannot agree, if in fact it is intended, the results can or should be used to measure the teachers' ability to deliver the programs. It should be each board's responsibility to evaluate the quality of their teachers. No single test can replace an individualized evaluation of a teacher's performance. performance. Our board has such an evaluation program underway. underway. There is no doubt in my mind that constant monitoring of school programs and their effectiveness is critical. When we lose students we must know why in order that we can adjust programs or our methods to better meet their needs. We must also know that students are in fact acquiring skills and knowledge that will properly prepare them for life. Meaningful evaluation can only be accomplished by many different methods. Province-wide tests may be one tool that will assist educators educators in that goal. Teachers, students and parents are perhaps perhaps the most critical elements elements in that evaluation. , The special education advisory advisory committee, of which I am a member, is presently preparing preparing the board's report to the ministry on special education education in our system for 1984- 1985. The final report will be submitted to the board for approval in early May. Bill 82 comes into full effect in 1985. The Inter-club committee of Bdwmanville's service service club's made an $800 presentation to the Visual Visual Arts Centre to help fund the centre's bicentennial bicentennial project. Involved in the project are the Bowmanville Bowmanville Library, Maple Grove Public School, and Mitchell's Corners Public School; The project when completed will take the form of a 62 meter mural made of clay, which will hang in the Bow- Our board is making good progress toward meeting the requirements of Bill 82 but has some areas to address before 1985. I am planning to attend a conference on co-operative education in Peterborough on June 3, 4, and 5. Co-operative education is one element of the new O.S.I.S. program. We have at Clarke High School one of the largest such programs. programs. I believe co-op education education will become more important important in education in the future. The conference will provide me with the opportunity of comparing our program to others in the province. It is my expectation that some of the problems currently encountered encountered can be discussed. The Minister of Education, Dr. Bette Stephenson, will be addressing the conference. One final comment. Recent newspaper reports indicate our municipal council wanted to list school board trustees and their address and telephone telephone number on a brochure being sent out by them with the tax bill. I think such is a good idea! The school board spends a large portion of the taxes raised. I have no problem problem with the people I represent represent questioning how the dollars are spent. Criticism of any kind is welcomed. It is the taxpayers right to do so. Improvements Improvements can be made through input from everyone.
