i i 6 The Canadian Statesman, Bowmanville, August 15,1984 Section Two Liberal Candidate Announces Job Plan John Turner and Durham-Northumberland Liberal candidate Darce Campbell recently met to review Campbell's innovative "3&2 and 2&3" proposal which the Prime Minister is considering. Campbell believes his plan has the potential to create 500,000 new jobs for Canadians. "It's a very moderate yet unique Liberal grass roots approach to solving our unemployment unemployment problems," an enthusiastic Campbell said. by Donna Fairey Durham Northumberland Northumberland Liberal candidate, candidate, Dàrce Campbell, unveiled a plan last week designed to provide provide jobs for 500,000 unemployed unemployed Canadians. Should the Port Hope realtor successfully unseat unseat Conservative incumbent, incumbent, Allan Lawrence, Lawrence, in the September 4th federal election and should the Liberals retain a majority government, government, Mr. Campbell will attempt to mobilize the scheme. The candidate says his job creation plan was enthusiastically received received by Prime Minister Minister John Turner during a weekend strategy meeting in Toronto. Mr. Campbell's proposal, proposal, called a 3 & 2 and 2 & 3 program, is principally principally designed to encourage encourage employment in the small to medium size business sector. It is designed to train or retrain the un employed and/or provide provide apprenticeship training for people with no work experience. The objective of the Campbell scheme focuses focuses on long term, uninterrupted uninterrupted employment employment for the jobless. The incumbent maintains maintains his proposal is not a "bandaid" approach to unemployment. Rather, the two year plan is in step with the Turner pledge to retrain retrain the unemployed and restore dignity to those out of work. Following the outline of the $2.9 billion program, program, the first year of the plan dictates that government government pays participating participating businesses $2 per hour towards a worker's salary for a 35 hour week while the employer pays $3 per hour. Year two, the program's program's equation is reversed reversed and government increases its assistance to $3 per hour and the employer's hourly pay commitment is reduced to $2. Mr. Campbell maintains maintains that increasing federal funding in the second year is intended to encourage employers employers to keep a trainee for the duration of the program. The incentive plan details that any business business with up to 25 employees employees may hire one unemployed person for assistance. Medium sized business from 25 to 100 employees may hire two unemployed individuals for federal subsidy and large business business may hire two people for the first 100 employees and one for every additional 50 people on staff. ' All hiring under the program is restricted to the long term unemployed unemployed and not temporarily temporarily laid off employees. employees. Mr. Campbell says the cost of the program will be much less than I nTi i 11 l! «iTThTr™ 1 ■ NLLLL M T 11 h M. *1 1 1 1:1 1 J I ■ mi Just for Participating in Our Portrait Promotion. the net figure quoted since considerable savings savings will be registered through expense reductions reductions resulting from a smaller unemployed list. The incumbent insists insists that the cost of the program is an investment investment in human resources resources and would not adversely affect the country's fragile economic recovery. He says the' plan would be administered through Canada Manpower Manpower Centres creating negligible bureaucratic bureaucratic costs. Mr. Campbell says interviews interviews he has conducted conducted with the unemployed unemployed clearly conclude conclude they want meaningful meaningful work rather than UIC benefits. Apparently the plan's philosophy received a positive response from Prime Minister Turner during the Liberal's national national campaign kick off in Toronto Saturday. According to the local Liberal candidate, the PM has taken the scheme under advisement. advisement. Mr. Campbell is attempting attempting to unseat veteran veteran MP and Conservative Conservative incumbent, the Hon. Allan Lawrence. Also seeking the federal federal seat for Durham Northumberland is New Democratic candidate, candidate, Roy Grierson of Port Perry. Van Belle on Gardening Summer Gardening Calendar The past couple of weeks have been so hot and sticky and humid, with hardly any rain, and this of course is hard on plants, since they suffer the most from the drought. The same is true for men, we suffer the same way, but we have the benefit of being able to do something about this condition. We can eat the right foods, drink the right fluids, drive in cars that are air- conditioned, live in air-conditioned air-conditioned homes, or spend the time in the summer on the cool beaches, and in this way can adapt ourselves to the climate that nature gives us. For this I am glad, and when you think a . little further, this is the way that our Creator has envisioned envisioned the role of mankind, to have control over the way we live, and to have control over the way we can shape the way that plants and animals and all things in nature accomplish accomplish their respective role in creation, to glorify our Creator Creator and to shape the destiny of mankind. Plants play an important role in nature and in this world, without them we could not live the way we do now, and when there are times when nature does not give us the right environment, which is the case during this hot and dry spell, we can help them by feeding them at the right time, watering them at the right time, spraying them at the right time. This sometimes seems complicated and a lot of work, but it only takes a few minutes a day to keep them in shape. Actually, this is one of the most pleasant hobbies that I have run across, it is relaxing, relaxing, soothing after a hard day at work, and it gets you back to nature. It always makes me squirm when I see an ad from a nursery or garden centre depicting someone sweating away trying to plant a tree, or digging a garden, when actually the work they are doing is relaxing, rewarding and so...satisfying. When the final results are in, you can sit back and enjoy it for a long time. Things to do this week: Prune back the cedar hedges, since at this time of the year they are going into their dormant period and will grow very little until winter sets in. By pruning them now they will stay a neat shape until their next heavy flush of growth next spring. If you have problems with insects in the hedge such as red spiders you can still spray them with a systemic insecticide which should do the job for the rest of the year. Hedges that have turned brown or are starting to yellow slightly should be fertilized with a liquid fertilizer fertilizer such as cedar feeder, which must be applied directly directly to the foliage where it will be absorbed into the sap of the plant and will feed them right away. You will notice that most of the growth is at the top, which is the case in most plants, so the trick is to trim them in such a way that the bottom is wider than the top, and it will have a tapered look. Roses need some attention, especially with the humid weather. You probably have noticed that the fungus diseases such as black spot and mildew are spreading rapidly, this is mainly due to the hot humid weather. You can control these diseases by spraying them with a fungicide fungicide and the best one is the combination Captan and Benemyl. The Captan is a contact fungicide and the Benemyl is a systemic fungicide fungicide which will enter the sap stream of the rose bush and protect it from the inside out. You can use any type of sprayer and the easiest one is the hose end sprayer which attaches to the garden hose and is easy to use. Always spray after sundown, or early in the morning, but never during the heat of the day, since some burning will result. Until next week, happy gardening.
