Durham Agri -News By Joel Bagg Farm Management Specialist BEEF and SHEEP MARKETING AGENCIES PROPOSAL The Ontario Ministry of Agriculture and Food Red Meat Plan proposals for Central Beef and Sheep Marketing Agencies were released last week. These proposals are the result of hundreds of submissions from producers across the province made to six appointed commissioners.- A producer plebiscite will be held in mid- April, 1985, to determine if the proposals are favorable to beef and sheep producers. Agriculture Minister David Timbrcll has stated that no action will be taken without an expression of opinion from producers. The Beef Marketing Agency Commission includes the following recommendations : 1. A marketing agency that is separate from the Ontario Cattlemen's Association be established that licences all agents selling cattle on behalf of producers and licences packers as well. All private treaty sales between producers and packers would be prohibited. 2. Funding for the proposed agency would come from a non-refundable checkoff on all sales, which would also provide a grant to the OCA. The agency would be controlled by a 14 member board of directors. 3. Exempt from sale through licenced agents would be bulls, cows, veal calves, cripples, custom-killed cattle, farmer to consumer sales, and cattle purchased outside Ontario for slaughter in Ontario. 4. Agency-employed inspector inspector would enter packing plants unannounced to observe weighing, trimming and lot identification procedures. 5. After three years a beef producer plebiscite would be held to decide whether to continue the agency, and if accepted it would merge with the Ontario Cattlemen's Association. A producer-run marketing agency be established to organize a central ' selling system handling all sales, except farmgate to consumer sales. The agency would be financed through a compulsory levy which would replace the present check-off. 2. The proposal central selling system would licence all selling agents and packers and ensure that lambs be exposed to a system of competitive bidding. To implement this goal, the agency would have the authority to establish assembly yards, live grading on farm, co-operative trucking, electronic selling, etc. 3. The agency would collect monies, deduct marketing charges, and pay producers. 4. The agency would be responsible for product promotion, producer education, marketing, administration and research. SOW-WEANER STABILIZATION PLAN Ontario pork producers have until November 30th to apply for the last period of the sow-weaner stabilization plan. The plan will be phased out April 1,1985 in favor of a new red meat stabilization plan. Agriculture and Food Minister Dennis Timbrell has promised to implement a bipartite red meat stabilization plan for Ontario producers on January 1, 1985, if the national tripartite plan is not in place by that time. More information about the new Red Meat Stabilization plan will be available before the end of the year.
