CANADIAN DAIRY COMMISSION ANNOUNCES NATIONAL BUTTER SALE Agriculture Minister, John Wise, President of the Dairy,. Farmers of Canada and Mr. Jacques Boucher, announced for the second year in a row, a Canada-wide sale of butter from the inventories of the Canadian Dairy Commission. The objectives of the sale are to provide consumers with an opportunity to purchase butter at a reduced price and to thereby increase overall consumption. During the sale, butter in bulk from the Commission will be 30 cents per kilogram below the current support price. Thirteen million kilograms, in 25-kilogram blocks, are being offered to butter processors between February 15 and 28 this year. This represents about one and a half month's consumption in Canada. It is expected that most of the price reduction will be passed directly to consumers by retail stores. And, as occurred last year, it is likely most retailers will use this butter in specials to attract consumers to their stores. The butter is all Canada Grade "A" and can be refrozen should consumers wish to take advantage of this opportunity by buying large quantities. The butter sale is provided courtesy of the dairy farmers of Canada who will cover the costs of the sale. For more information and conditions of the sale, please contact: Rowan Lalonde, Canadian Dairy Commission by calling (613) 998-9490. STABILIZATION ACT AMENDMENTS INTRODUCED Bill C-25 will amend the Agricultural Stabilization Act to provide the framework in which innovative and more effective stabilization programs can operate. It provides an umbrella under which the federal government, the provinces and producers can cooperatively cooperatively work out programs that best meet the needs of farmers. The Agricultural Stabilization Act, first introduced in 1958, provides payments to farmers for a number of named commodities when prices fall below 90 per cent of the latest five-year average, indexed to changes in costs of production. The Bill will amend the Agricultural Stabilization Act in the following ways: --to provide a new framework for federal-provincial agreements; agreements; --to clarify, and make more flexible, the period on which the support price for any commodity would be based ; --to allow for support periods to be shorter than a year, but not less that 90 days; --to include winter and spring wheat, produced outside the designated Canadian Wheat Board area, in the list of named commodities ; and, --to replace sheep in the list of named commodities with lamb and wool. There will also be a number of other minor housekeeping amendments to the Act. After Second Reading in the House of Commons, the Bill will be placed before the Standing Committee on Agriculture, Agriculture, which will give the interested parties an opportunity opportunity to present their views.
