Expecting an election in 1987, Wilbur says major issues facing Durham East residents are the environment; the need for a compulsory no-fault public auto insurance program ; occupational health and safety programs and better daycare. The mayor told council that the town owns some of the land at Martin and Baseline roads and still has an open offer to obtain the rest of the site for free. But other councillors felt the location location at Highway Two and Regional Rd. 57 is better. Councillor Marie Hubbard said the Martin and Baseline roads site is in a flood plain and has uncertain water tables. She also argued that placing the arena on Hwy. 2 helps the downtown business people in Bowmanville and will be an additional help to other operations which are planning to locate locate near Hwys. 2 and 57. And she said the Martin and Baseline roads site is 15 acres smaller smaller than the site at Hwys. Two and 57. Council agreed, and voted 5 to 2 in favor of the site. Mayor Winters and Councillor Ann Cowman were opposed. opposed. The discussion then moved to the type of facility required. At one point, council was looking at the possibility of the $6.5 million Page One arena which included a twin pad and community hall. That arena included an extra $800,000 cost which would either be added to the planned $3 million million debenture or to the tax levy, which would then increase next year by about 7 per cent. Council was considering increasing increasing the debenture, but Mayor Winters said that would hurt council's ability to fund other projects in the years to come. "Is this council proposing that this is the only project that we're going to be doing for the next ten years?" he asked. Other councillors shared his concern concern and voted instead for the $4.9 million arena. That project will include a $2.5 million million debenture and causes no increases increases in the tax levy in 1987. Funding will include $625,000 from Wintario for the arena, $200,000 from Wintario for the community hall, and at least $750,000 from the fundraising committee. Council will also look at a possible $180,000 grant from Ontario Hydro and a possible sale of the old arena for $175,000.
