He pointed out that current provincial government government spending on elementary, secondary and post-secondary education education represents a smaller percentage of total expenditures than in previous years. "Ten years ago, the education sector received 23 per cent of total expenditures; expenditures; the projection for 1986/87 is 18 per cent. He added that the provincial provincial share of elementary and secondary education education expenditures is declining declining and the burden of costs is being shifted to local taxpayers. In 1986, the province funded 45.5 per cent of elementary and secondary secondary education, but the federation points out that the Ontario Liberal party is on record for supporting a restoration in the level of provincial support for education to at least 60 per cent. He also noted that the continuing expansion of mandated programmes and the need to provide additional services and personnel must be matched by additional increases in funding. This has not been the case, he said. The federation believes believes that as a result of underfunding, schools are participating in large- scale fundraising to purchase items and to support programmes which should be funded through the Ministry or school board revenues. The appointments are for heads of the special education departments. The positions are brand new, and result from a recent examination and restructuring of the department department head system by the board.
