The campaign commences September 14 and concludes concludes October 30. by Hon. Allan Lawrence, M.F. (Durham-Northumberland) Personally I am quite impressed with the government's tax reform proposals. As long as I've been in politics, people have complained about unfairness in the tax system. Michael Wilson is one Finance Minister who's had the courage to attempt the very basic changes that are necessary. The government has four objectives in overhauling the tax system -- simplicity, fairness, equity and continued reduction of the massive federal deficit. Closing a number of tax shelters achieves fairness. Generally most of those living on salaries or pensions will pay less Income Tax starting next year, while some who are self- employed or have large investment incomes will pay more. Replacing exemptions and deductions with tax credits is another potent measure of equity. Some provisions should prove of particular value to Durham- Northumberland, such as the continued $500,000 lifetime capital gains exemption on farm properties and small business shares, as well as the much improved $15,000 in yearly deductible farm losses for part-time farmers. One thing we all should remember is that this was not a budget. In the proposed changes, Mr. Wilson was working with the same total amount of tax dollars and trying to spread the load more equitably. Any increase or decrease in federal government revenues and expenditures will come in the next formal budget. The initial reaction I've received from constituents and others has been extremely encouraging. I believe most Canadians will be very pleased with Mr. Wilson's proposals when they've had a chance to study them closely.
