And so, we note that the Ontario Ministry of Agriculture and Food is celebrating its 100th anniversary in 1988. Yes, the Ministry was founded in 1888 following a commission report on the state of agriculture in Ontario. Agriculture became a separate department department of government from that time forward, making it undoubtedly one of the oldest branches of the provincial provincial civil service. In 1888, two-thirds of Ontario's population lived and worked on farms. Yes, much has changed since the time that the Ministry of Agriculture was established. But we've found that this is a particularly effective branch of government. The Ministry seems always ready to serve the public and it is always close to the farm families it helps. It seems to us that the Ministry's success is due to the fact that its staff have always been very effective communicators. communicators. Those who are members of that Ministry have every right to be proud of the achievements over the past century. Boob Tube News Battle A battle is brewing over the control of a certain sector of the Canadian airwaves. Wé refer to the controversy over who shall own the new 24-hoUr allnews allnews television network which is being planned for the not-too-distant future. In one corner, we have the Canadian Canadian Broadcasting Corporation. It really really needs no introduction. And it was the agency selected by the Canadian Radio and Television Commission to become the new all-news broadcaster. broadcaster. In the other corner is the Edmonton-based Edmonton-based privately-owned firm which challenged the CBC for the rights to the news network. At the moment, moment, it would appear as though the challenger has failed in its quest. Or has it? MPs from Alberta are voicing the opinion that Canada doesn't need yet another government TV network. And it seems to us to be a valid point. The controversy is, in fact, a typically typically Canadian one because it contains contains several of the issues which have dogged the Canadian, government throughout its history. First of all, there's the regional question. Should all English language language broadcasting be centred in Toronto Toronto -- something many fear would happen if the CBC all-news network were developed? Or should it move to other headquarters such as Edmonton, Edmonton, the home base of competing network proposals. There's also the matter of private enterprise versus public agencies. Do we really need a new network supported to some degree by taxpayers' taxpayers' dollars? Or should we cut loose the purse strings and attempt to let this new TV system stand on its own two feet by means of the free enterprise enterprise system. There's evidence that we haven't heard the last of this controversy. While the CRTC has handed down its ruling, the decision could be modified modified or even totally reversed by the federal cabinèt. And Alberta MPs are lobbying for that to happen. The Conservatives, the party of free enterprise, will have a hard time justifying justifying the creation of yet another government agency. While the allnews allnews network is undoubtedly expected expected to be self-supporting through revenues from cable television, there may eventually be pressure for the network to receive government funds outright. And, of course, the ruling government government is not particularly fond of any branch of the media. It may be more willing to give a news service to a new agency rather than the "bad guys" in the existing CBC. Finally, it might be said that the current government's decisions have tended to favor regionalism rather than national interests. Based on that kind of track record, it's possible that the decision on the new all-news channel may not be allowed allowed to stand. Teacher Apprenticeship A proposal from a government- sponsored committee studying teacher training has suggested a two- year apprenticeship for new teachers. teachers. Although the concept hasn't yet reached the stage where it will be implemented, implemented, we would suspect that the idea of teacher apprenticeship will eventually become the standard practice. At the moment, a teacher requires a three or four-year university degree plus a year at teacher's college before becoming fully qualified to teach in the classroom. This, in itself, may appear to be a rather heavy requirement. But keep in mind the fact that only one year of the program is devoted to actually learning the art of teaching. The remaining remaining three or four years are certainly certainly worthwhile, but they deal with academic subjects rather than teacher training. So, if you are a smoker, you've had ample warning. warning. There are only two things that I have a really hard time accepting in a person. Unfortunately, smoking is one of them. The other thing should remain a secret for the sake of many of my friendships. Actually, my reasons for being an avid antismoker antismoker are really very selfish. While I'm concerned concerned for the health of my family, friends and co-workers who choose to smoke, the bottom line is that I'm really worried about ME, the non- smoker. The various health associations associations are constantly bombarding us with information information on the effects of cigarette smoking. Statistics on smoking related related deaths, whether through cancer, or a tragic fire caused by a careless cigarette, are continually cropping up in our daily living. There is literally no way to avoid the effects of smoking, whether you light up or not. Yet, I don't believe that a person should be subjected to the habits of smokers unnecessarily. I choose to sit in the lunchroom lunchroom for my break, partly because I enjoy the company of my coworkers, coworkers, and partly because because its nice to put my feet up and relax for a few moments. Therefore, I am willingly submitting myself to the smoking crowd. I don't expect anyone to put out a cigarette on my behalf. It is their personal right to do what they want, how they want, to their bodies. As life would have it, I get choked up quite a bit. While I accept the hazards of living life with other people, I draw the line at allowing people to smoke in "my" space. I believe myself to be a rational person, and on one or two occasions have even bent the rules. On the three occasions that I have let someone smoke in my apartment, I have been a walking cigarette for days.
