CUREATZ: I have a uestion to the Minister of Environment. As the minister is well aware, municipalities municipalities such as llalton, Péel, Metropolitan Toronto and Durham are looking frantically for landfill sites. Recently Metropolitan Toronto Toronto has indicated it is sc eking eking three possible sites in my own riding: in the town of Newcastle, two along the shores of Lake Ontario, if you can believe it, one in the Newtonville area. Of course, in those landfill sites they are going to be putting in sewer sludge, which is at present going into the Brock landfill site, which I have not heard much about from the member member for Durham West (Mrs. Stoner). In other words, when Metro flushes, we are going to be getting it out in Durham East. I say to the minister, when are he and thé Libérai " administration going to get their act together and come up with a comprehensive policy concerning landfill sites, or is this going to be another another Sunday shopping option option for the municipalities? BRADLEY: Several questions come into th.it, but I will try to zero in on what I believe is the mem- oer's very legitimate 'main question. First of all, as the member would know, historically, wl on his government was in power, it appropriately placed the responsibility for waste management in the hands of the municipalities. However, as he would know, the provincial government ; plays a regulatory rr-le, and I think that is a signigficant role to play. We try to work as much as possible with municipalities municipalities across the province to assist assist them in meeting their obligations. obligations. For instance, in promoting recycling across Ontario, I believe sonie 75 or more municipalities now are involved in recycling so that they can overcome some uf the problems the member mentions. We do provide some technical technical advice to people when they ask us for that kind of advice, but the main role we have is a regulatory role to ensure that whatever proposal proposal is put forward for the disposal disposal of waste or the management management of waste is ■acceptable environmentally. I want to assure the member that we would want to look at any proposals which come forward in that light. MR. CUREATZ: Once again, the minister has not told us a thing about the initiatives initiatives his administration should be taking in regard to landfill sites for municipalities municipalities across Ontario 1 would like to ask a very simple question. We are looking for a yes or no answer. It is so simple even a Liberal backbencher backbencher would be able to answer answer it. As a matter of fact, it is even simpler than that. Even the member for Mississauga Mississauga West (Mr. Mahoney) over there would bo able to answer it. INTERJECTIONS. MR. SPEAKER: Order. We know in this House that sometimes questions take a while, and if they are fairly long then sometimes we get a long answer. I suggest the member try a brief supplementary. supplementary. We may get n brief answer. MR. CUREATZ: Yes or no, is it not true the minister than yes, the minister is misleading misleading me in tins House. INTERJECTIONS. MR. SPEAKER: Order. I am waiting to sec what the response is. IION. MR. BRADLEY: I do not know whether the' member wants to be escorted escorted today, because I think those conditional words he used are usually a gateway out of the House, Lut I will try to answer the question of _ the member for Durham West. MR. CUREATZ: Durham East. IION. MR. BRADLEY: Sorry, Durham East. The member for Durham West has asked me a number of Questions in the House on this subject. What I want to indicate to, the member'is that the initiative initiative is to be taken by Metro-7 politan Toronto.to detennine where it would seek its particular particular site. I think that is the municipality to which the member is referring. It seems to me there were four of five sites they had mentioned mentioned they were looing at. Two of them are, I think, in Scarborough, and three of them are to the east of Metropolitan Metropolitan Toronto's boundaries. boundaries. I do not think, if they are looking at all of these properties, properties, they are looking in a particular riding of any kind. It is most important that municipalities make a choice based on what is environmentally environmentally the most desirable site rather than making it on any other basis. The member would know, for instance, that there are people in the Niagara region wno would like me to simply say on a political basis that there should be no consideration whatsoever of the Ontario Waste Management Corp. site. I said on that occasion, of course, that should be subject subject to the ruling of the consolidated consolidated board and the best environmental decision made. I want to assure the member member that as far as I am concerned, concerned, what is most significant significant is whether it is environmentally- MR. SPEAKER: Order.
