Non-farmer Unable to Sever Agricultural Land Jan Ochonski feels he is the victim of a by-law that has been used against him. Mr. Ochonski is a land- owner northeast of Orono who applied for a severance for his property. Under the town's rezoning policy, agricultural agricultural severances are only allowed to "bona-fide" farmers. farmers. At the general purpose and administration meeting on Monday, June 20, Mr. Ochonski told Newcastle councillors that he is "chained to the property for the rest of my life," if he can't get a severance. The problem lies in that the applicant's land is the most southern piece in a section section of strip development. If there were another property south of him, it might assist him in obtaining the severance. severance. A report at the meeting dealt with the entire rural policies issue of the current Official Plan Amendment review. review. The regional paper on rural policies recommended eliminating retirement and family lots for farm related severances. In the town's reply to the paper, which was approved by the committee ana subsequently subsequently by council on June 27, it was felt that totally eliminating retirement lots was too drastic. "There is no question that current policies in the Durham Durham Region Official Plan with respect to farm-related severance have been abused," stated the planning report. "However, there are true bona-fide farmers who should be given consideration consideration for retirement lots," continued continued the report. There were recommendations recommendations about defining terms such as bona-fide farmer, a farmer's immediate family and farm consolidation. Of the eight municipalities.in municipalities.in Durham Region, the Town of Newcastle has the largest number of people living living in rural areas. The report stated that the regional rural policy review must protect the town's planning interests. interests. Another speaker on the, topic of rural severance was former Newcastle Mayor Garnet Rickard. Mr. Rickard, who is also the chairman of the advisory board for the Farm Credit Corporation of Canada, warned the general purpose committee that land use policies policies need to be strengthened. "Land severances on good agricultural land should not be permitted except except for agricultural purposes," purposes," said Mr. Rickard. He stated that a look at anyone who has received a severance over the last few years will show that their economic economic picture (from the sale of the lands) hasn't improved. improved. There also wouldn't be a problem finding a landfill site today if the policies were stronger, according to Mr. Rickard. "Land is not a commodity, commodity, it is a resource," he stated. "The greater the challenge challenge to develop good argi- cultural land, the greater the resistance must be," noted the speaker. While we were having having supper the wind storm came up and blew the limb off a big tree that struck the chimney and it fell down. Later, the limb blew off the roof and damaged the flower flower bed on the opposite side of the house. About 8 p.m. the bitr ash tree on the west side of Thickson's house split and laid half the tree on top of the house. The roof is punched in and the plaster fell off the room directly below. Rezoning Approval Put on Hold Beware! A rezoning approval to permit construction of a new ready-mix concrete plant in Bowmanville has been put on hold for two weeks to allow allow local residents time to study the planning report. Cove Road resident Gordon Gordon White appeared before Newcastle councillors at the general purpose committee meeting on Monday, July 4, to ask for time to look at the report that was on Monday's agenda. According to Mr. White, he never received notification notification that the report would be. coming before councillors this week. After discussions, it appeared that his name was left off the list of those to be notified, and it was decided decided that the error should be corrected. . As a result of his request, the report was tabled for two weeks to give concerned area residents a chance to review review the findings. The planning report recommended recommended approval of the rezoning application. That would allow Dufierin Concrete Concrete to build a new plant to replace the present-day one. Earlier this year, representatives representatives from the company appeared appeared before council to explain explain the great need for a new plant. At that time a group of area residents opposed the construction. The planning report lists the work that the cement company has agreed to do in the surrounding area. The work includes: repaving repaving of West Beach Road from Simpson Avenue to their second driveway; the relocation of the hydro poles; the paving of the company's three driveways; the donation donation of land near Simpson Avenue and West Beach Road to allow intersection improvements; and work on the area ditches.
