For the Environment Environment Save the Rouge Valley System September 8,1988 Dear Member of Council: The undersigned citizens groups represent many thousands of concerned people people who live from Newcastle to Scarborough. In the past year we presented, separately, separately, a number of submissions to the Works Committee and the Executive Committee of The Municipality of Metro politan Toronto. Our submissions and those of other individuals and interest groups clearly demonstrate that huge landfills, landfills, regardless of location will no longer be tolerated by an environmentally concerned concerned public. The environment environment knows no physical or political boundaries; damage to any part affects tne whole. So we have united. We have come together to speak with one strong voice so that Metro will hear and ac- knowlege that this great city must, at once, drastically change its garbage disposal systems. Metropolitan Toronto has allowed a potentially grave waste disposal problem to develop. Yet its managers continue to maintain a defensive defensive posture and continue to force confrontation, as they scramble to" find a piece of land for a dump. Metro's methods are patently wrong and yet, like a stubborn school boy, it keeps trying to use incorrect formulae to find the right solution. . A garbage problem can be averted. There is a way. It depends on you and on your fellow councillors. By directing directing your Works Department to immediately create a committed, committed, careful and comprehensive comprehensive master waste management management plan, with emphasis on intensive waste reduction, you can lead Metro Metro from a dépendance on dumping and incineration. In this way you can eliminate eliminate the need for an "interim is forever' landfill site. The Municipality of Toronto Toronto has everything to gain and absolutely nothing to lose by immediately adopting adopting an intensive waste reduction reduction and recycling program. program. 1. Municipalities can, and have, initiated 'fast track" recycling, recycling, without waiting for their entire waste management management plan to be completed and approved. Municipalities Municipalities have the freedom to plan progressively to meet the needs of their constituency. On July 4,1988 Jim Bradley, Bradley, the Minister of the Environment Environment wrote the following to Chairman C. Dennis Flynn as follows: "I urge you in the strongest strongest terms to proceed as quickly as possible with major major domestic and commercial/industrial commercial/industrial waste reduction reduction and recycling programs to help to alleviate your current current waste mangement situation. situation. Positive and progressive progressive activities and commitments in waste reduction reduction to landfills through recycling will be a major factor in my consideration of any future application (for an environmental assess- . ment exemption). It is probable probable that conditions requiring strong waste reduction steps will be imposed in any permit permit document". The Minister's message is clear; Metro can set its own agenda by implementing major waste reduction programs programs now, or wait and nave a program imposed upon it by the Province. It is not necessary to wait until SWEAP (Solid Waste Environmental Environmental Assessment Plan) is completed. Indeed, to procrastinate procrastinate can only be foolhardy. foolhardy. 2. Comparison studies conducted by Ontario's Waste Management Master Plan (WMMP) tend to show recycling in a favourable light relative to rapidly escalating escalating landfill costs. A municipal municipal waste reduction policy is a fiscally sound policy, with further immeasurable benefits benefits accruing to the people who live within and beyond the municipality. The Recycling Recycling Council of Ontario has this credo: "Our society could make wiser use of tne natural resources resources upon which it relies, by reducing needless waste and by incorporating the logic of recycling into all aspects of its use of those resources." resources." Frugality is wise. 3. Public opinion polls show a steady rise in public concern about environmental environmental quality, to the point where the environment is of greater importance than many economic economic issues. Canadians, particularly Ontaians are willing to pay to clean up and protect the environment. The public needs, expects and is looking for leaders who will help them address environmental concerns. The public understands that we must change from a wasteful to a waste-less society. society. It expects politicians to facilitate, not hinder this process. Toronto deseves such leaders. We respectfully urge you to lead The Municipality of Metropolitan Toronto to an environmentally benign, cost effective, municipally directed directed waste management policy policy that will effectively reduce reduce Metropolitan Toronto's refuse to the noint where an interim landfill site is not required. required. (See appended report). report). We respectfuly urge that the following resolutions be placed before the Works Committee and the Council of Metropolitan Toronto and that they be endorsed. Whereas the Municipality of Metropolitan Toronto recognizes recognizes the urgent need for massive waste reduction in order to eliminate any demand demand for an interim landfill site. THEREFORE BE IT RESOLVED. THAT Metropolitan Toronto Toronto move immediately, apart from the current work of SWEAP and Works Department Department staff and consul-- tants, to aggressively pursue the "fast-tracking" of all reduction reduction and recycling programs programs described in this submission; submission; THAT Metropolitan To- sV ronto move immediately to-' sincerely discuss the options'- identified herein with tne un?' dersigned organizations and" negotiate with all area municipalities municipalities and qualified' proponents of specific reduejj tion and recycling programs in order to develop concrete,' plans, by December 1,1988} for the phasing in, beginning early in 1989, of a series ofi reduction and recycling pro-' grams involving residential} commercial and industrial- waste. We acknowledge how confusing and difficult the process of change can be. Many of the processes (e.g., SWEAP, Works Department staff planning) which Metropolitan Metropolitan Toronto has undertaken undertaken with respect to reduc^ tion and recycling are logical, if we assume that there is no waste crisis. , If there is a waste crisis which calls for the fast tracking tracking of an interim landfill site, then there must certainly be a greater need to consider a change in attitude and approach approach relative to reduction and recycling planning. Many community, environmental environmental and other private groups have asked Metropolitan Metropolitan Toronto to initiate a variety of recycling programs programs and proposals. The time has come to stop deflecting deflecting these initiatives. Metropolitan Toronto should make a major shift in its pace and planning for reduction reduction and recycling, and it should provide those who believe in reduction and recycling recycling the opportunity to prove now these ideas do indeed indeed work. Rodd Foster, chairman of the Community Memorial Hospital Board adds, "this project is one of the more significant challenges that has faced this community and with Jerry involved there is no doubt we will succceed."
