December 21,1988 11 REDNERSVILLE -- Russell Russell Honey has enjoyed more than a modicum of success in both politics and the legal profession. But his life's hallmark hallmark has been a continual return to the land. The semi-retired District Court judge was born on a Saskatchewan farm in 1921 and despite serving in the House of Commons and 15 years as a full-time judge in Hastings County, he is still happiest when getting his hands dirty. "If I'd been able to make a living farming I would have done that. I couldn't, so I became became a lawyer." In March he stepped down from the bench in Hastings County. But it would be eiToneous to suggest suggest he has retired from judicial judicial life. As a supernumary justice, Honey is dispatched across Ontario, helping lighten lighten the workload of an increasingly-taxed increasingly-taxed judiciary. "The theory of the Attorney Attorney General's office is that if judges eligible for retirement are still healthy, why not use them?" says Honey. Between sittings, Honey, 67, returns to his Redners- villc home where he has both a garden and a small orchard. orchard. He remembers a time when his family had only what the land would -- and could -- give. "We were poor in the dirty dirty 30's. I can remember pepper pepper sandwiches being a treat." After serving with the Royal Canadian Air Force from 1940 to 1944, Honey studied law and graduated from Osgoode Hall in Toronto Toronto in 1949. He then established a ractice in Port Hope where iis family had moved, becoming becoming a partner in Honey, Brooks ana Harrison. In the early 1960s, Honey stepped into political life, E elected to the House of Commons Commons in the old riding of Durham in federal elections in 1962, 1963 and 1965. He was also elected in 1968 in the newly formed constituency constituency of Northumberland- Durham. "I'm out of the mainstream mainstream of politics now because because of my position in the judiciary. Possibly, I'll become become more involved again when I retire," says Honey. At the famed Liberal leadership leadership convention in 1968, as chairman of the Ontario- Trudeau Committee, he played a key role in Pierre Trudeau's rise to the party leadership. After stepping down as deputy speaker of the House of Commons in 1972, he was appointed to the bench for Hastings County. Over the past 15 years, Honey has seen many dramatic dramatic changes -- but nothing nothing to compare with the $39 MILLION THE LARGEST LOTTERY EVER HELD IN CANADA. • 5 Million dollar grand prize • 8x1 Million dollars • 1 Lambourghini • 4 Jaguars • 5 BMW's • 10 Luxury cruises ... thousands of instant cash prizes ... "There's been a dramatic increase in the number of criminal jury cases. I checked with the sherrifs department and when I was appointed 15 years ago, there were an average of 15 to 16 criminal jury trials each year. Over the last two years the average has been between 80 and 90." He attributes the availability availability of legal aid to the increase increase in criminal trials. Honey says that has been a positive factor for the accused, accused, who may not have been able to afford counsel in the past. With an increasing workload workload has come increasing pressures on the judiciary. "Judges have to cope but it's not always easy. Honey realizes there is concern about the sentencing sentencing system but says he cannot cannot condone a system where one penalty would be uniform uniform for each instance of a particular crime. "That would mean judges would lose the ability to determine determine a case on its merits. It must be still possible to rehabilitate rehabilitate a life. While the judge says no one case stands out as most serious or difficult during his time on the bench, there is one that was certainly unique. "It was a jury trial and a man was charged with stealing stealing an airplane. It turned out the man had promised a friend he would fly the plane to Nova Scotia but he ended up in Havana, Cuba. I think perhaps he had a few drinks at some stops along the way. He was escorted to the ground by two Cuban jets JOYOUS TIDINGS We want to wish you every kind of blessing! He is looking forward to implementation of recommendations recommendations made by the Zu- ber Commission that will simplify Ontario's court system. system. "It's too complicated right now. It's no wonder the public public doesn't understand when it's difficult for the lawyers. Presently, a person can be charged with a sexual offence offence and tried in five different different courts," says Honey.
