Last year the Ontario Scholar wrote an essay about the Meech Lake Constitutional Constitutional Accord as part of the requirements for her History History class. The winners of Legion Remembrance Day Literary Contest awards at Central Public School in Bowmanville are Greg McMurter, second in the junior poem contest, and Chrissy Csumrik, first in the junior poster contest. Presenting the Landfill Battle Continues Newcastle's new Town Council passed a resolution Monday night opposing a Metro Toronto landfill site in the municipality. Councillor Ken Hooper suggested the resolution be passed to inform Metro what position the municipality takes in the issue. The Council has gone on record as opposing a garbage garbage site in the municipality, however, Councillor Diane Harare said it was a good idea to reinforce the new Council's stand. Mayor Marie Hubbard added that the Region of Durham should be notified, adding there were 16 new members at the Region who "think they can railroad a site over to Newcastle." The resolution was carried carried unanimously. The Review publishes essays essays by secondary students from anywhere in the English English world. That Cheryl is only the second Canadian ever to be published in the journal indicates the high standards its editorial board demands. Cheryl's essay was selected for the December December 1988 issue. The 3000 word paper examines examines the Accord and assesses assesses it in the context of the Canadian Charter of Rights and Freedoms. Although she allowed her teacher to send in her paper, Cheryl did not expect to be published. "I'm proud of it. I was kind of surprised, surprised, and I think its a onetime onetime thing." At York, the talented student student is aiming toward a speciality speciality in translation. She is taking one History course along with French and English, English, Science and Philosophy. Comparing the essay assignments assignments at high school and university, she observed that, "this year's essays require require more of your own thoughts and analysis." Besides occupying a place in the Bowmanville High School library, the December 1988 Concord- Review will be saved forever in the Library Library of Congress in Washington Washington D.C., where anyone who visits will be able to go in and read Cheryl's thoughts on the Meech Lake Accord, circa 1988. SxMo^ie tfo ?4nt tycvcttf The Committee of Clarke Constituents believes Laid- law must take what the committee committee feels is the proper course in applying for a landfill site expansion. A representative from the committee addressed Council Council at the December 19 meeting meeting seeking their support on the matter. Dave Scott, representing CCC, said the recent application application to expand the Laidlaw site should go through the same four-step approval process as those before it. He said there is a possibility possibility that Laidlaw can avoid some of those steps by holding holding a special combined hearing hearing into the landfill issue. At this hearing a panel has the power to grant the expansion by approving the four requirements deemed necessary for expanding a site. The previous applications were turned down at both Newcastle and Regional Councils, Mr. Scott said. To expand the present landfill site, the application must go through four stages: the Ministry of the Environment Environment must hold a hearing for the Environmental Assessment Assessment Board to approve the proposal and then the province must grant a licence licence for the site under the Environmental Protection Act. Recyclers Earn Praise from Town Council Helen MacDonald and Suzanne Elston have earned the praise of the Town of Newcastle for their success in promoting Recycling Week. Town Council presented the Recycling Week cochairpersons cochairpersons with Citations of Merit at the December 19 council session. Councillor Diane Harhre presented the certificates to Mrs. MacDonald and Mrs. Elston for the "outstanding contribution" they have made to the people and the environment of Ontario. Mrs. MacDonald addressed addressed Council Monday night to report on the success of tbe week held November 14 to 20. Listing some highlights, she said schools received a package that contained resource resource material to encourage recycling initiatives in the schools. She said the Northumber- land-Newcastle Board of Education Education is in the process of joining the recycling movement. movement. Councillor Harare said it was because of people like Mrs. MacDonald and Mrs. Elston that the municipality is so far ahead in recycling. "I haven't met two people from anywhere across the Region that can exceed either either one of you in your dedication dedication and commitment," Councillor Harare said. She added: "You are making making a big difference for all of us." Mrs. Elston said it was nice to be recognized for the work they have done , but that it was nicer to know what they were doing was having an impact. "We feel that the third application application should be subject to the same scrutiny at the local level before it goes any further," further," Mr. Scott said. He said that CCC has written a letter to the Minister Minister of the Environment requesting requesting that he ensure the application goes through all the necessary steps rather than by-passing them by way of a special nearing. Newcastle council, in agreeing that the full process is required, passed a resolution resolution endorsing the letter.
