Are we worried about getting back into office, Marie?? I hope you are. The Mayor's letter in last week's Statesman does require a response to set the record s traient. In the Mayor's letter she states: "Mr. Willsher takes the general public for uneducated uneducated fools. At no time did I make such a reference or implication. Is this a reflection reflection of your opinion? In addition, addition, I didn't make reference to the details of the rezoning because I was expressing my opinion concerning your leadership as an elected representative. representative. That opinion was based on several issues before the committee and my interaction with you on the rezoning issue. Judging from the calls I. have received received I am not alone in my opinion. The letter also stated "...that you do your homework homework the next time you go to the press and misinform the public." Well, I have bad news for you, I have done my homework and perhaps that's what bothers you. In my opinion, it is evident from your letter that you have not done your homework. homework. In fact it is representative representative of the very concerns I expressed about your leadership. leadership. In my opinion, you lack knowledge of the process and the needs of this Town. You state the site in question question is owned by Memorial Hospital in Bowmanville. Wrong, Mayor. Your own planning department documents documents (which were at the meeting) list the owner as Newcastle Multicare Inc. I also checked with officials at the hospital who confirm that the Memorial Hospital does not own the property. In my opinion the Mayor is attempting to lead the public to believe that the property is going to .be publicly publicly owned. This is wrong. The property is being sold.to a Toronto Developer, Kin- row Investments. This is not a publicly owned non-profit corporation. It is a Toronto developer looking to make money on the purchase of this property. There seems to be a concerted concerted effort to label this property as a "community centre." The developer appears appears to be pushing this term to attract tenants and get his rezoning. But in reality, reality, and this is based on requested requested rezoning and some of the proposed tenants listed listed by the developer, it will have businesses mere. Businesses Businesses that more appropriately appropriately belong in the downtown downtown core and not in a residential area. The Mayor goes on to talk about "the site is in conformity conformity with the land use policies policies of the Region of Durham...is Durham...is in conformity with the Town's Official Plan and a community centre use is permitted...". It appears the Mayor would like the public to believe that there is little ; that can be done to oppose - the rezoning request. The fact is that the site is • zoned Rl. It has an excep- • tion to accommodate the former former nursing home which was in use prior to the current current by-laws. This zoning permits homes only. Any other use requires rezoning. The public must know what the planning department report report states concerning the existing zoning laws. In the . The village currently has the former former post office building for sale, a vacant piece of land beside the bank, the former equipment rental store across from the post office, a vacant office in the professional professional building, the medical clinic used by Dr. Miklos, an empty store in the plaza on the east end of the village and the former box factory lands all available for this type of activity. By locating this type of activity in existing existing space we would strengthen our downtown and help existing merchants. merchants. We don't need more space zoned for these uses! In addition, the developer is seeking to have "community "community uses" in the building. The Town Planning department department has no existing definition definition and has come up with the following: "Shall mean a service or administrative office office which is operated by the charitable or non-profit organization organization and shall not include include any organization which is involved in the rental rental and/or wholesale sale of merchandise save and except except those organizations which provide services or merchandise exclusively to permitted uses contained herein." This is a dandy sleeper which, in my opinion, opinion, would permit retail or wholesale activities which might claim to be servicing other occupants of the building. building. The Mayor goes on to say how her research has found a "desperate need of community community centre space for a variety variety of undertakings." This statement is open to question. question. We have the community community hall at the four corners which is currently underused underused and has vacant space. Space which the taxpayers own. If in fact there is a "desperate" need for more space why hasn't the town addressed it as part of the many subdivisions it has ap- roved here in the village, ere's the money collected from lot levies being used? In her letter the Mayor compliments Debbie Nowlan for her communications with all levels. I agree. Mrs. Now- land has done a good job lobbying. lobbying. But why not? Mrs. Nowland is listed in documents. documents. from the developer as the Project Co-ordinator. Is her job not to fill the building building with tenants? However, I think she needs to revisit the issue of user groups for the building. The residents wouldn't be happy with drum and bugle bands or pipe bands next door to their homes. What effort has Mrs. Nowland made to help these "desperate" groups utilize school facilities? After all she is the school board trustee trustee for the area. The Mayor also attempts to defend Frank Stapleton. She says I should be "ashamed of myself." I did not question Frank's loyalty to Council. I simply ' ifai my pressed my ■ s ex ' dissatisfaction that he did not return calls. And that, Mayor, is a fact! The last item in the Mayor's Mayor's letter that needs correction correction is her statement concerning concerning my not appearing at the July 29 council meeting. She suggests I took the "sheepish alternative." I would like to remind the Mayor that at the July 22 GP&A, she seconded a motion motion to refer the issue back to staff for a meeting with staff, the developer and myself. myself. Why would I waste my time coming to council when the item was referred back to staff?? John, the rezoning issue is important to the home- owners in the area. Our mayor, in my opinion, .has not done a good job of representing representing us in this issue. She says sne has consulted with the B.I.A., the Chamber of Commerce and the public. She has not taken the time to talk to the residents adjacent adjacent to the nursing home. We cannot sit back and let our neighborhood be negatively negatively impacted. In the Editor's Mail Mr. Don Lander, President Canada Post Corporation Confederation Heights Ottawa, ON K1A0B1 Dear, Mr. Lander: Today, I received my pay cheque - a pretty important item in this one-income family, no thanks to Canada Post! Since I was on holidays last week my employer mailed my cheque. They paid $0.40 postage plus the Gouge & Screw Tax to have the federal mail service deliver said cheque to my post box. They even took the trouble to put both my initials alongside my surname, along with my full and correct address, complete complete with postal code. Knowing Canada Post's penchant to be able to screw up a one-car funeral, they also put on their return address with the message "RETURN TO POINT OF MAILING." By the way, did I mention that this little outfit I work for has their own individual postal code! Anyway, one of your fine upstanding (oops, SOMETIMES SOMETIMES STANDING UP) employees couldn't figure out how to deliver my mail to my address - what to do? Instead of returning what was obviously a General Motors of Canada paycheque to GM, they crossed off my address and forwarded my mail to someone in a different community, in a different township, in a different County, in a different postal code! Fortunately, he/she couldn't think of a different country to send it to! The one saving grace is that the woman who erroneously received my paycheque was obviously much more adept than Canada Post. Without years of training, she was able to trace me by using my address and a phone book. To this ingenious lady, a sincere thank you. After having now made the 12 1/2 mile return trip, I now have my paycheque. THANKS FOR NOTHING, CANADA POST. One can only imagine how long I would have had to wait for my money had my cheque fallen into unscrupulous hands. I could have applied for welfare, but it's unlikely that cheque would get here either. The volume of criticism of Education is so great from The Statesman to the Federal Federal Government with all kinds of reports between that one hesitates to add to the heap. But remarkably, two significant points have escaped notice. First, we have legal malpractice malpractice and medical malpractice malpractice and so on. But we have not had any actions for educational malpractice. If a student is three years behind behind grade level in reading, for example, it is regarded _as serious. The question is what tests were in place to detect retardation, what was done about it or, if the remedial remedial teaching did not work, why? A1 this can be established established by recognized standardized standardized tests. Why, then, have the lawyers not brought actions for damages? damages? The second point is a paradox. paradox. The populists and careerists careerists in Education have shaken the confidence of the middle class in the schools providing sound preprofessional preprofessional education. The result has been a major expansion expansion of private schools in a hierarchy of cost: at the base the Catholic and Dutch schools, then the local private private schools (Upper Canada or Trinity College School), then the American private schools (Phillips Academy either Andover or Exeter) and at the apex the English "public schools (Eton, Marlborough, Marlborough, Stonyhurst and so on). These students dress differently, speak differently, differently, have a different background background and above all, have manners and work habits better suited to the adult world. Or in other words, the product of the present system is a class line. There was a time when Grade 13 from on Ontario High School opened all doors hut that meritocracy is no more. Is this the kind of community we want? What can be done about it? People who do not learn from their history have to. pay the price of rediscovering rediscovering it.. The principal on which the Roman schools worked was aut disce aut discede: learn or leave. If the Boards had enough conviction conviction to flush out of the schools the element whose only objective in attending is disruption, the improvement woula be dramatic. Mean-. time, the public pay more for the schools than all other municipal services combined and with the Ontario gov ernment's rejection of testing testing the public have no way of knowing what they are getting for the money.
