The cost of this in unemployment unemployment and welfare adds more hardship to the recession. recession. When this all started, I went to a councillor to see 1 about building a new house on my farm. At that time, this councillor contacted our town planner, Mr. Frank Wu for his expert advice. These are his words in writing: writing: "Rezoning application to allow expansion to existing use, plus the erection of one single family dwelling." I hired a lawyer and a surveyor and started this procedure. When we went to town council, this is when the town planner changed his mind, for whatever reason, and turned it down. Mr. Wu has cost me a lot of money. In 1973, when I pur- . chased this farm, I went to Clarke Council and they gave me their blessing and said I did not need to rezone. There are three residents on Best Road who were here in 1973. All the rest have built new homes or bought homes that were already here.
