In the three weeks since the House of Common-Senate committee on the Constitution release its report, I'm surprised one major feature has received so little attention. The Beaudoin-Dobbie committee committee has proposed a new opening that would lift the Constitution high above the usual dry legalcsc and "whereas" "whereas" clauses, to provide a ringing ringing statement about what wc are as Canadians and what wc want for our nation. During its hearings the committee received many suggestions suggestions as to how this might be done. No doubt we've been influenced by the poetic phrasing phrasing that Thomas Jefferson and others injected into the U.S. Constitution: "Wc the people of the United States, in order to form a more perfect union, establish establish justice, insure domestic tranquillity..." Compare that with the musty musty beginning to our 1982 Constitution Constitution Act: "Whereas Canada Canada is founded upon principles that recognize the supremacy of God and the rule of law..." Aboriginal peoples, peoples, immigrants, French- speaking, English-speaking, Canadians all, wc honour our roots and value our diversity. "Wc affirm that our country is founded upon principles that acknowledge the supremacy of God, the dignity of each person, person, the importance of family, and the value of community. "Wc recognize that wc remain remain free only when freedom is founded on respect for moral and spiritual values, and the rule of law in the service of justice. "We cherish this free and united country, its place within the family of nations, and accepting accepting the responsibilities privileges bring, wc pledge to strengthen this land as a home of peace, hope and goodwill." That preamble is followed by an equally eloquent Canada Clause. It's too long to quote fully here, but elaborates on the origins of Canada as well as its political structure and \'M democratic institutions. It opens with this declaration: "We, Canadians all, convinced of the nobility of our collective experiment, hereby renew our historic resolve to live together in a federal state." It ends, as one observer commented, on a note that virtually virtually sings. "Wc pledge to honourably discharge our responsibility responsibility to our children, so that they may do the same for their own, of ensuring their prosperity and the integrity of their environment. "Therefore we, Canadians all, formally adopt this, our Constitution, including The Canadian Charter of Rights and Freedoms, as the solemn expression of our national will and hopes."
