It is almost one year since we were sworn into, office. It continues to be a very worthwhile challenge. I have not had much press lately. Maybe, it is because because I am so quiet and tolerant? Or perhaps, I have offended someone? My job as councillor is to raise the concerns of citizens not to necessarily be popular. The IWA garbage news announced last week is not good for the Stapleton Dairy farm. The entire council has opposed opposed this site and we were unanimous unanimous in denouncing the KK2'site being being on the short list. However, I for one believe that incineration must be considered as a part of the solution to our garbage problems. St. Marys Cement Cement burns fuel to heat their kilns, we all bum something to heat our homes. I heat my home with two wood stoves. I hope Ruth Grier doesn't outlaw outlaw wood stoves. Often, common sense seems out of order at all levels of government. Presently, the Official Plan Review is a very high priority. This will expand expand our urban boundaries and allow staff to work toward a future population population in thé 100,000 range. People I talk to are not too sure they , want Bowmanville to be 50,000 people. I don't either, however, I am for planned and managed growth. The recent provincial plan to allow apartments in houses is not all good news. As we all know, there are illegal illegal apartments in homes all across the province. I agree these must be safe and the municipal government must be able to inspect. However, can you imagine the parking problems? With our current by-law, and no on street or boulevard parking, where are all the cars going to park? The additional people will demand services, schools, daycare, recreational facilities, garbage,- garbage,- fire, police, etc. However, where does the new money come from for the additional services. No levy or development charge? There are streets in our town now where the cars always park on the street in clusters clusters at the end of the crescent. Can you imagine, if the taxes got so high that people on Beech Avenue had to have apartments to offset the expenses? expenses? Would that not spoil one of our most beautiful streets. Where would the cars park? This is part of the intensification intensification plan from the province. I don't support stacking people tightly together. This approach destroys the quality of life for everyone and causes stress on every part of our community. The old arena site on Queen Street now has a plan. It has the support of all council. Over the next few years we will gradually witness the unfolding unfolding of a dream; "the Bowmanville Creek and the valley land open to people." people." I must thank all those wonderful citizens who contributed so much time and enthusiasm to this project. We must be careful not to spend money unnecessarily during this recession. However, patiently and thoughtfully, we will have the dream or at least our children will. Thanks Bill. Traffic on .Concession Street and Liberty Street is noticeably heavy. A prominent citizen who lives on Concession Concession Street told me he can't get out of his driveway sometimes. Fourth Street and Simpson Avenue have both been the cause for concerned citizens to contact me. Growth is having an impact all over town. Traffic is one of. the problems we all experience and this will not go away quickly. However, However, I am always bringing up this concern concern and expect this issue to be investigated investigated as part of our official plan both at the local and regional level. Last week, I visited the Bowmanville Bowmanville Foundry and spoke with Mike Patrick. I was impressed with the enthusiasm enthusiasm from our tour guide and it appears that these new young owners have a thriving business. Their initiative initiative to invite the public was a good piece of. business. It is important for me to see first hand, a local industry that employs some 30 or 40 citizens. Mr. Patrick is also chairman of the Mayor's Task force on economic development, development, he does have the community community and industrial experience to offer our municipality. I think it is great. Some of the task force recommendations recommendations are calling for an economic development development office to be set up by the town. This will cost money but I support support a "contract type position tied to the increase in the industrial commercial tax base. Every community in Canada is fighting for industry. I think the GTA and the province must do more. What is wrong with encouraging subdivision subdivision developers to bring industrial partners with them? Give them priority priority on planning and development issues issues if they bring in industry with their housing developments. After one year as your elected representative, representative, I am growing and learning to be more effective. My point of view is simply that of a citizen who listens and responds to the issues from a common sense position. I see the economy in a recession if not a depression depression at this time. It is with this in mind that we will approach the up coming budget discussions. Let us all pray that the New Year will bring hope and prosperity. Christmas Christmas is a special time and I extend to every citizen Peace, Joy and Goodwill. Goodwill. Have a safe and happy December and all year long. To me, Newcastle is a wonderful place to live especially at this time of year. With the many events at our local mills, music playing playing on the main street while we shop, skating at local conservation areas or skiing, we have got it all!
