Within this report on the first phase of Gartner Lee's study is a comment on the leachate collection system which was installed in 1985 and then modified. The intention of the system was to intercept and collect contaminat- •ed ground water moving from the waste site towards Graham Creek. The leachate is collected, and uncontaminated uncontaminated water is drawn into the system and pumped into two RIBs. However, it is pointed out in the department report the contaminated water is not being treated. "The leachate-contaminated water water is not treated in any manner and the water is allowed to percolate through the sandy bottoms of the RIBs and back into the underlying ground water system. A secondary plume of contaminated ground water water is present in the area between the basins and the creek." These findings were not the only ones in the consultant's report. Another finding recommends that detailed sampling be undertaken undertaken during spring and fall when the water in Graham Creek is bound to have greater dilution of leachate from upstream. While it was the concern of local residents that led to the study by the government, Councillor^ Scott is hoping the results of the study will help [keep the IWA from locating another landfillk on Stapleton Road. To that end, the members of the General Purpose and Administration Committee have sent copies of the Gartner and Lee study report to the regional director of Environment Canada; the federal minister of the environment; Bud Wildman, the provincial Ministry of Energy & Environment; Environment; Walter Pitman, Chair of the IWA; Dr. Kyle, Chief Medical Officer of Health in the Durham Region, Region, Premier Bob Rae and Durham MP Ross Stevenson.
