Economic conditions have combined combined with government policies to fuel the growth of a thriving underground underground economy in the home building building and renovation industry. That was the message the Ontario Home Builders' Association delivered to a government standing committee investigating investigating the black market. Customers asking renovation contractors contractors to work for cash is a common occurrence. Fourteen percent of contractors contractors say it happens on almost every every job and another 43 percent say it happens often. In new home construction, construction, buyers try to avoid the GST by buying as a "resale" a house the builder has built for "himself." Stephen Kaiser, president of OHBA, accuses the government of creating this situation. Tax hikes carry carry the twin effects of raising the cost of products and reducing buying power. "Increasing taxes in the presence presence of an underground economy," he says, "is like throwing gasoline on a fire." Mr. Kaiser also blames the government government for being insensitive to the condition of the housing industry during the depression.
