"The thousands of tenants living in these settings haven't had the same protection, the same rights or the same security enjoyed by other tenants tenants in Ontario. This legislation will change that," Ms. Gigantes said. Ms. Gigantes introduced the Residents' Residents' Rights Bill to bring the tenants of care homes under the protection of the Landlord and Tenant Act, the Rent Control Act and the Rental Housing Protection Act. "There are more than 47,000 residents residents -- mainly elderly people, former former psychiatric patients and people with developmental problems -- living living in unregulated care homes across the province and, unlike other tenants, tenants, they have no real protection," Ms. Gigantes said. The measures will be combined with changes to the Planning Act and the Municipal Act which have already already been introduced by the government government to protect tenants living in apartments in houses. "For tenants living in the 100,000 illegal apartments in houses through out the province, exercising their rights to a safe, secure unit means running the risk of eviction," Ms. Gigantes said. A large portion of the tenant protection protection measures announced today are the central recommendations contained contained in the Lightman report, a Commission Commission of Inquiry into Unregulated Residential Accommodation in Ontario, Ontario, headed by Dr. Ernie Lightman. Dr. Lightman began his inquiry in January, 1991, following a coroner's inquest into the death of a resident in an unregulated boarding home. He submitted his report to the government government in June, 1992. Ms. Gigantes said including care homes under the Landlord and Tenant Tenant Act will eliminate a variety of problems.
