The third is a look back: on our accomplishments and how much nearer are the goals we've yet to fulfill. At the Ministry of Environment and Energy, we're understandably proud of what has been achieved during during 1993. The highlight of the year, which came at its conclusion, was the passing passing into law of the Environmental Bill of Rights. The Bill, among other things, gives Ontario residents unprecedented unprecedented rights and powers to ensure ensure government upholds its environmental environmental laws. Early in the year, we established the Ontario Clean Water Agency which will either finance, build and/ or operate water and sewer facilities across the province, with emphasis on water conservation and cost- efficiency. During the year, we released clean-water regulations aimed at substantially substantially reducing the contamination of our lakes and rivers from petroleum petroleum and pulp and paper industries and . are working on those for other sectors sectors of industry. A major waste-reduction milestone milestone was announced mid-year: Ontario Ontario sent 25 per cent less waste to . landfills in 1992 than in 1987. This goal was reached through the help of more than 3-billion households that recycle with the Blue Box and nearly 1 million homes that compost kitchen and yard waste. Our goal for reducing reducing waste sent to landfills is 50 per cent by the year 2000. In midyear, we introduced a new regulation to prevent the release of tens of thousands of fluorocarbons, the family of chemicals which includes includes CFCs. These chemicals enter the upper atmosphere and destroy the ozone layer, which acts as a shield to protect the earth against ultraviolet radiation that can cause skin cancer and vegetation damage. The regulation, expected to be in effect early this year, acts on two fronts and, with other measures, will result in 90 per cent of the sources of ozone-depleting substances in Ontario Ontario being controlled. Firstly, it prohibits prohibits the venting of refrigerant fluorocarbons. fluorocarbons. Secondly, by the end of 1995, new model cars will no longer be fitted with air-conditioning units that contain CFCs and HCFCs. These highlights of the past year show briefly the advances we've made in cleaning up our land, water and air, and how we've ensured all Ontarians can take full part in the process.
