Support, But No Money, for Band A request from the Clarington Concert Band to receive an annual budget from the Municipality of Clarington has not struck a response chord. A report from the town's Community Community ServicesDepartment recommends recommends that the community-based band not be considered an extension of the municipality. A letter from band representative David Climenhage in November, 1993, asked the municipality to cover cover the costs associated with performing performing in public. In a report submitted to council by Joe Caruana, the Community Services Director, it is stated: "should this occur, the band's focus could be perceived as an extension of the municipality's operations. "In addition, if a budgeted allocation allocation were to be approved, the Department Department would have had to reassess reassess their operational budget for 1994 in order to determine where and how the allocation would be best handled within the established budget guidelines." The report also mentioned that if the band received funding, an existing existing program or service would either be reduced or bumped completely to accommodate the band. The report adds the Community Services Department does not want to encourage the band to become de pendent on municipal funding, especially especially since it sees the request as a request for a "guaranteed municipal grant." Furthering that thought, Mr. Caruana Caruana added: "The request from the Clarington Concert Band is more appropriate to the parameters of the municipal grant process, not the budget process." The Community Services Department Department recommended that those who enlist the services of the band incorporate incorporate the associated expenses in their budgets. However, on a more positive note, the department promised to assist assist the Clarington Concert Band, whenever possible, to schedule and facilitate public performances.
