Richards A new councillor will be sworn into office on Monday night, April 25. Bowmanville resident Carson Elliott Elliott will be replacing former Regional Regional Councillor Ken Hooper who died in late March 1994. Before Elliott was chosen for the post, Bowmanville's local councillor, councillor, John O'Toole was nominated to serve in the regional councillor's position. position. This was an anticipated move by Councillor O'Toole, who had been a friend of Councillor Hooper. Councillor Councillor O'Toole expressed his interest in serving as regional councillor through a letter to Mayor Diane Hamre. Councillor Mary Novak introduced introduced a motion to appoint Councillor Councillor O'Toole. It was seconded by Councillor Larry Hannah. Councillor David Scott said he agreed that the next candidate in line for the position should become the next councillor, not someone already already on council. "I don't think it's a question of ability" said Councillor Scott, in reference reference to Councillor O'Toole. He noted the selection had already already been made by the voters in the past election. He preferred to "stick as closely as possible" to what they wanted. Mayor Diane Hamre also told council she would be unable to support support the current local councillor's bid to take on the vacant position because she is "a firm believer in the public process."
