And What Does It :: ; W Each year, during the Town of Clarington Heritage Week, there is a parade through the Downtown of floats which commemorate Bowmanville's historic past. This parade is hosted by the Municipality of Clarington as part of its annual annual Heritage Week event, which also includes activities all around the area in the many communities which make up this municipality. This year the parade is scheduled to take place on Canada Day, Friday, July 1, beginning at 10:30. a.m. in Downtown Bowmanville. As in the past, the Bowmanville Business Centre will have its award winning antique buggy in this parade celebrating "Downtown Bowmanville" which is "Big Enough to Serve You, but Small Enough to Know You!" This is our first attempt at, what we hope will be, a regular regular newsletter about the Downtown. This first issue is primarily aimed at celebrating our heritage heritage which includes the unique situation of having our. town named after an early merchant, Mr. Charles Bowman Bowman of Montreal (and before that, Dundee, Scotland). Over the years the Downtown Downtown has developed an attractive attractive facade which is historically historically Victorian in style, and which, as the result of a Facade Facade Study which was done in 1987 by the Bowmanville Business Centre, has resulted in a number of the buildings being restored by their owners - in some cases to better than original! The architectural renderings renderings of the building fronts, which was done by Lennis Trotter, Architect and Associates, Associates, Oshawa, has been min- iturized to become the border design at the top of this newsletter, newsletter, which has been named the "BOWMANVILLE DOWN -TOWNER". We hope that you like the idea, and enjoy reading about your Historic Downtown and our many activities. Sometimes the Bowmanville Bowmanville Business Centre is referred referred to in the press as "the BIA". The initials B.I.A. stand for "Business Improvement Improvement Area" which is a generic term for a designated area in a downtown core mentioned in the Municipal Act. The Main Street Revitalization Revitalization Program, was begun under under the Ministry of Municipal Affairs and Housing in 1977, and is designed to help small Ontario communities with populations of 30,000 or less to . improve and upgrade then- downtown areas using the Business Improvement Area (BIA) concept. This concept permits merchants merchants and other business people people in a designated area of a downtown to tax themselves for improvements to street- scapes and related facilities, under a section of the Municipal Municipal Act. Specifically, Section 217 . states that the council of a lo cal municipality may pass bylaws bylaws designating an area as an improvement area and may by by-law establish for such area so designated a Board of Management to which may be entrusted... the improvement, beautification and. maintenance maintenance of municipally owned lands, buildings and structures in the area...and the promotion promotion of the area as a business or shopping area. I must say what a treat to see the Maple Leaf and our Provincial Flags flying proudly proudly all the way through your lovely town. It reminded me of the U.S.A., they still fly their flag proudly even through troubled times. I hope our Canadians will buy even a small flag and proudly display it throughout our special, year.
