Liàe P.R.O. first-time buyers were still in a better position at the end of June than they were in 1990 when affordability was at a low point," explained Mr. Duerd- en. In the first half of 1990, only 18.1 per cent of renters could afford to buy. Some centres experienced more of a ride than others. In Vancouver, the share of renters who could buy was cut in half from 26.3 per cent in March to 13.0 per cent by the end of June. However, in Montreal and Halifax, Halifax, 30 per cent of renters could still afford to buy even after the first half rate hikes. In Toronto, falling house prices in recent years have helped offset the negative impact on affordability from rising mortgage rates. "Despite the run up in rates, the share of Toronto renters who could buy at the end of June was still three times the 1989 level." said Mr. Duerdcn. The average average price of a starter home has dropped by nearly 15 per cent since 1989, from $197,700 to 5168,350 in 1994. CMHC's report also finds that first-time buyers recognized that new homes can be starter homes. "Buying of new starter homes boomed in the first half of the year; by June, there were almost as many approvals for new houses under CMHC's First Home Loan Insurance plan as there were for all of last year," said Mr. Duerdcn. In 21 of 27 major urban areas, areas, over half of. the new homes sold in the first six months were within reach of potential first-time buyers. The resale market also continued to offer a wide selection of starter homes in the first half of 1994. In 19 of the 23 centres reporting listings data, over half of the resales on the market were within reach of potential first-time buyers. First Home Loan Insurance activity for resale homes jumped by 60 per cent in the first half of the year over the same period last year.
