It is imperative that taxpayers assess their positions early in the fall as some strategies demand substantial work and some of the vehicles historically used at this time of year are cancelled, altered or in extremely short supply. Historically, those who act first get the best quality tax shelters. Those who wait, get stuck with the lesser quality leftovers. Seniors are hurt more than most as the clawback of the age 65 tax deduction is triggered at a much lower rate than any of the other social benefits. To help with your year end tax planning, it's a must to know the tax deductions that are available and the levels at which they are restricted. With this information and an assessment of your salary and other income you can guestimate your tax situation before year end and make plans to reduce some of your obligation before year end. Remember, all tax deductions, with the exception of the RRSP, must be io place before year end. Too often, we think about tax planning àt the end of February when we are contributing to our RRSPs or later when we are doing our tax returns. By then, it's too late, the year end has passed. While we have some inflation, indexing of our personal exemptions only clicks in after inflation exceeds three percent. In Quebec there is no indexing at all. As a result, many Canadians will have salary increases that are meant to offset inflation. But, without indexing they will be wiped out by the combination of inflation and taxation. The RRSP contribution limits for 1994 are 18% of your earned . income in 1993. Don't forget, though, that retiring bonuses qualify on top of these limits. And, for the last year you are allowed to rollover any amount of work related pension you earn to a maximum of $6000 into a spousal RRSP. The clawback of Old Age Security clicks in at the same $53,215 this year. Unemployment insurance is clawed back once your Net Income exceeds $60, 840. If you pay child care expenses so you can work, the lower income spouse qualifies to claim up to $5,000 per child under age seven and $3,000 for children age seven to fourteen. You must actually pay the expenses but you don't have to specifically allocate them to each child. If, for example you had two young children at any time in the year, even if one was born on New Year's Eve, you would qualify to claim up to $10,000 in child care expenses. . Each of us qualifies for a personal exemption. Because inflation stayed below three percent there is no increase this year. As a result the first $6,456 of income is tax free. If you are married you get an additional $5,380 deduction for your spouse provided he or she earned less than $538 in Net Income. Those age 65 and older qualify for a $3,482 age deduction. Remember though, that once your Net Income exceeds $26,000 you will be clawed back on this deduction. If you suffer from a disability that markedly restricts your normal lifestyle you can qualify for a $4,233 disability deduction. While most medical bills including insurance premiums paid to non-government plans are tax deductible, they can only be used when they exceed $1,614 in 1994. You can use any twelve month period you wish. However, this is the time to start calculating your bills. If you find you are a little shy of the $1,614 threshold level you may want to schedule some dental work or fill prescriptions or have some voluntary work done. If you wait until next year, you will have to start all over again to exceed the $1,614 threshold level. You should also determine whether you are going to have tax deductions that you have already incurred. Things like interest expense on investment loans, safekeeping charges, Canada Savings Bond payroll deduction expenses and deductions that are a carry over from investments purchased in past years. It's not unusual for tax saving devices like mutual fund limited partnerships to spread their tax relief over several years. You don't want to forget these deductions and as a result, buy extra ones that won't be useful. Now's the time to assess your charitable donation numbers. Once you exceed $200 the value of donating to charities almost doubles. If you normally give only two hundred dollars you might want to double it this year but skip next year. Four hundred dollars in one year will give you much more relief than $200 a year for two i years. ■ ■ ■
