8 The Canadian Statesman, Bowmanvillc, Wednesday, November 9,1994 Decision '94 Five Candidates for Clarington Hydro Commission? Suzanne Elston Pauline Storks Supplying businesses and residents residents with a reliable source of electricity electricity is one of the most critical services services provided by our municipal government. And yet, the role that our public utility commission plays in providing this sendee is largely ignored. ignored. I believe that public utilities should be more responsible to the communities that they service, rather than simply being an outlet for Onta rio Hydro's electricity grid. In addition, addition, commissioners have a responsibility responsibility to keep their constituents informed and interested about the function of their utility. If elected, I will strive to build a pro-active utility, attuned to its constituents constituents and dedicated to providing the most environmentally responsible, responsible, economical and dependable source of electricity possible. I will support more equitable rates for all residents, and focus on community- based comprehensive conservation programs. By maintaining an open door policy, I hope to stay tuned to the questions and concerns of both business and residential ratepayers. As a long-term resident, familiar with the growing needs of the Clarington Clarington community, I feel uniquely qualified to serve in this capacity. My background as an environmental journalist and community volunteer working in energy issues has provided provided me with both the interest and the resources to provide excellent service to the community as a public utilities commissioner. Paul Reesor ' It is gratilying to have the opportunity opportunity to contribute to the great Mu nicipality of Clarington by "seeking a scat on the Clarington-Hydro-Elcctric Commission. I look forward to the exciting challenges of assisting with the organization's ability to harmonize harmonize with today's rapid change. Bowmanvillc resident, Paul Rce- sor, shares his ancestor's commitment commitment (who arrived in the region in 1804 from Pennsylvania) to always invest back into the community. Mr. Reesor is employed by a large municipal utility. He has been with that utility for the past 10 years, where he works in the areas of community community relations and energy management. management. Mr. Reesor says there are three major issues he would address as a hydro commissioner: (1) Keep rates at or below inflation, inflation, but ultimately maintain a realistic realistic zero per cent annual increase. (2) To ensure 100% reliability of electricity. This is crucial because interruptions interruptions in electrical supply can harm customers. For instance, it can result in down time at industries and depending on the type of production, a disruption in electricity might even ruin a product. (3) Re-engineer the utility by working with all levels of staff to achieve an "extraordinary" level of good customer relations. Mr. Recsor's Action Issues include: include: (a) The removal or sensible reduction reduction of the commercial security deposit, (b) The review of the existing existing hydro boundaries (including Courtice) to adjust the imbalance of electricity charges so that all residents residents in Clarington will receive fair and equitable rates. He is the senior commissioner there with the most years of experience. George has lived in our community for the past 42 years. He attended the local schools of Kirby, Newtonville, Shaws and Bowmanvillc High. In 1966 he entered entered in the Real Estate field and in 1972 opened his own office which is located on the comer of King and Scugog Street in Bowmanvillc. to the past year Clarington Hydro built a new sub-station on the comer of Bradshaw Street and Concession Street in Bowmanvillc. This building was enclosed with a brick structure, so that it would blend in with the surrounding surrounding homes and would be completely completely safe from exploring children. On Toronto Street in the Village of Newcastle the commission refurbished refurbished the entire enclosure of the sub station. The transformers which were replaced in there three years ago, were outfitted with the new stale of the art switch gear equipment. At the insistence of the Hydro Commission all the labour and equipment, equipment, where possible, were provided by local trades people and suppliers. The jobs were finished on time and well below budget. The cost of these projects was in the neighbourhood of $1.25 million. George feels that the biggest challenge challenge that they will face during the, upcoming upcoming term will be the taking over of hydro services from Ontario Hydro in Courtice and, hopefully, in all of Clarington. Clarington. He feels that all the citizens of, Clarington should be treated equally, having the same rates and services which are now provided only to Bow- manville, Newcastle and Orono. The commission worked on this takeover for a number of years and it appears that the Boundary Legislation will be passed by the Ontario Hydro either this year or in the beginning of next year, allowing them to make this annexation. annexation. It all depends on two things, that the boundary legislation is passed and that an agreeable price can bc.j.i reached on the assets of Ontario Hy- .ru dro. George feels very confident that, b both these hurdles will be overcome^ i and that the areas to be taken over will be in the Clarington Hydro service area by January 1, 1997. In his term in office, there were no hydro rate increases in the Clarington Hydro Service area for the years 1994 and 1995. During this time costs have and will go up, but with good management management and good staff we can hold the line on rates. Our hydro deposit policy is presently presently under review, especially for the industrial and commercial customers, who are sometimes hit with large deposit deposit requirements, we should be able to make some major changes to it, so that it is less of a financial burden for the existing customer and very attractive attractive to new business and industry. George would like to serve on the commission for another term and asks for your vote and support on November November the 14th.
