August 21. 1996 11 [ UNPLUGGED Why was Summer so Cool? by Paul Reesor According to Environment Canada, records show that we've had one of the coolest summers ever. We experienced a very late spring and July released released the highest rainfall since the summer of 1841. After our long, cold winter, statistics show that seven times out of ten that a hot summer should follow - not the case this year. It wasn't until August August that the humidex readings were actually a factor in the weather report. In 1991, the eruption at Mount Pinatubo in the Philippines Philippines was the cause of unsettled unsettled summer weather. This was due to dense dust particles floating through the atmosphere atmosphere and blocking sunshine. This year, the continent experienced experienced tornadoes, hail storms and floods which could have influenced weather. Further, Further, global warming could have been responsible for more dramatic weather patterns. It is really the winds that whirl 5,000 metres above the Earth that determine what our weather systems will do. Regardless, electricity consumption consumption has been minimal, since few customers felt the need for air conditioning. Total starts were at a seasonally adjusted annual rate (SAAR)* of 129,300 units compared to June's 135,400 units. Urban single starts rose by 2.0 per cent in July to 61,500 units SAAR. The rise partially offset the construction rate of urban multiple units which fell 15.7 per cent to 44,100 units SAAR. The estimate for starts in niral areas increased 3.9 per cent in July. "Despite monthly ups and downs, mostly because of the volatile multiple unit segment, the new housing market is trending higher," said Michel Laurence, Senior Economist at CMHC's Market Analysis Centre. "Construction in the single-detached market, in particular, particular, has now reached its fastest pace since September 1994. Further gains in this segment segment arc to be expected with affordable new house prices, low mortgage rates, and a steady job market." Ontario urban starts fell 3.4 per cent in July compared to the previous month on a SAAR basis, but still remained ahead of last year's pace. Starts of multiple units declined 17.1 per cent, partly because of fewer fewer rental projects. Single- detached construction rose 6.2 per cent, Real Estate Deadlines and Policies Deadline for Wednesday Publication is Monday at 12:00 Noon.
