Solicitor General Addresses PC Barbecue The Canadian Statesman, Bowmanvillc, Wednesday, August 21, 1996 5 You arc invited to a free BBQ on August 28th. The Honourable Robert Runciman, Minister of Correctional Services Services and the Solicitor General of Ontario will be the guest speaker. The Durham East PC Association will host the event at the Blackstock Arena from 4:00 to 8:00 p.m. Please come out and talk to me as well as members of my staff and share in a friendly, interesting evening. evening. I look forward to seeing your there. Premier Harris has announced announced some changes to cabinet cabinet this past Friday. I am pleased that Janet Eckcr, MPP for Durham West has been recognized recognized for her talent and hard work on child care, by being appointed as Minister of Community Community and Social Services. Minister David Tsubouchi has been appointed as Minister of Consumer and Commercial Relations. A cabinet position is perhaps, perhaps, the pinnacle of politics but, from my observations, it is extremely demanding and you need the support of everyone around you. Other small changes I am sure you will read in the press. This past week, the Attorney Attorney General, Charles Hamick, announced significant changes to the Family Support Plan (FSP). The present system of managing parental support payments for children is broken. broken. There are over 146,000 cases cases or court orders for parents to pay support. Only 23% of these orders arc in compliance and the amount owed is in excess excess of Si billion dollars. There arc 1,400 new cases every every month and the present system system handles over 50,000 phone calls and some 8,000 pieces of mail in 8 regional offices every day. The system is in grid lock. Parents call my constituency office in frustration because they cannot get past the FSP office voice mail. To enhance administration, the minister is consolidating all functions of the plan in Toronto and putting more front line people on the phones. He is spending over $1 million million on new technology to im- Report from Queen's Park John O'Toole Durham East MPP prove this important service to single parents and children. On the side of collection, the minister minister announced previously that there will be licence suspensions suspensions and other measures to encourage encourage those in default in family support payments to get on boards. I have constantly agreed with the minister on these changes but have discussed with him the importance of fairness and reasonableness in the court orders. Part of the reason only 23%of the cases arc in compliance is that the individual individual may have lost their job or had other hardships with the family breakup and divorce and arc simply unable to pay. Think of the situation where one parent dies. The other, now single parent, must survive survive on a very small Canada Pension death benefit. Compare Compare this with some court awards well over $1,000.00 per month. Both parents are responsible responsible for their children and the balance of society should not have to police this situation in so many cases. I am confident confident these changes will improve improve the system. The Orono Tree Nursery has not been sold yet. I have met with and spoke to groups and some individuals and completely completely support the position that this jewel should remain accessible to the public. I must also agree that the municipality cannot sit back, as was perhaps the case some years ago when the boys' training training school, (now St. Stephen's High School) was sold for a ridiculously ridiculously low price. The municipality municipality is a key partner with whomever takes over this facility. facility. I would prefer a partnership of private and not-for-profit uses, with the municipality working to coordinate planning and land use opportunities. For the next month, I apologize apologize that I will not be accessible accessible as usual. I am travelling the province as part of the Standing Standing Committee on Resources. We will be receiving input on Bill 49, 'An Act to improve the Employment Standards Act'. There will be no changes to current level employment standards. standards. The administrative changes will allow the ministry to meet its budget reductions while re-focusing their resources resources where they arc most needed. Much of what this bill docs is bring us in to line with most other provinces. Changes to claim limits and appeal periods, periods, will speed up a process which is now court driven and delay ridden. In the coming weeks, I will keep you posted piece by piece of the debate. The Associations of Municipalities Municipalities of Ontario arc having their annual meeting in Toronto Toronto from August 18th to the 21st. I am going to try and attend attend at noon on Monday when the Minister of Municipal Affairs, Affairs, the Hon. A1 Leach, will address the delegates. I am sure his comments will address the GTA, assessment and governance governance agenda of the 'Who Docs What' panel. Most of the Councillors, Mayors and Regional Regional chairs will be in attendance. attendance. I hope to meet my municipal municipal partners and share ideas and solutions for our collective futures. 'The cure should neV' er be worse than the disease.'
