Ultimately it will be those children heading off to school who will shoulder that burden. And keep in mind our deficit is our unpaid taxes not theirs. "I find it odd seeing members of Parliament voting for legislation with not the slightest idea of cost. " Like school I too have homework which is due upon the resumption of Parliament. The assignment this summer was getting ready for the introduction introduction of my private members bill called the Program Cost Declaration Act. The proposed legislation deals with how government misspends tax dollars and how that can be prevented. It would require programs to be costed and certified by the Auditor General before they become law. The legislation would also require costs to be broken down based on every individual individual in Canada. For example, we could say that if the federal government was going to repave repave the Trans-Canada Highway Highway it would cost each Canadian Canadian $20 a year for the next 25 years. I wonder how much past legislation would have have seen the light of day had we known there isn't a magical steward paying for programs. It's you and me. I find it odd seeing members members of Parliament voting for legislation with not the slightest slightest idea of what the cost is. What's worse is that people would consider seeking public office having had a hand in running up huge deficits. This is especially true now, since people want an explanation for why we are in the fiscal state wc.'re in and they want to know who is responsible for it. There's no question all governments governments have mismanaged the country's finances in the past and we are now paying the price for that. Our sin will be the failure to put into place controls to ensure ensure mismanagement, or lack of judgement, isn't common place in the future. As Johnny and Jane trot off to school, carrying with them all the hopes and dreams of a prosperous future, it is up to today's today's legislators to ensure their future will not be blocked by impediments you and I have created. Yes, financial administration administration is boring stuff but if we don't pay attention to it we will create cither opportunity or an albatross around the neck of our children. Will they forgive us? I suspect suspect not. As you pack their nutritional nutritional lunch to take to school, take a moment to consider your children's financial health as well. Canada is a nation with many great resources. Our youth is one of its greatest. Let's ensure youth gets a fair shake by using the greatest resource resource of all, the one between our cars. Last week, I visited the Port Perry Fair, Thursday, I attended the opening opening of the Durham Central Fair, in Orono and was again, part of the winning milking team. A farm background has always served me well. Friday, I was a guest of Fred and Sandy Archibald at their apple orchard opening, media event. Durham is blessed with such a bounty of fresh farm markets like Price's and others throughout the area. Fall fairs like Blackstock's and the Lindsay Lindsay Fair as well as Brooklin's yard sale are all part of the rich traditions we each enjoy. I often often ask myself, are we part of the CTA? I spoke with many people I met and one couple from Ajax, explained that it is great to have the country so close to the city. I read this week, that members members of the Durham Board of Education were off to Germany Germany as one of the three finalists for the Bertelsmann Foundation Foundation award. The Durham Board has been recognized as a school system that emphasizes the values of learning and life chances of students. The award is offered annually, for innovative innovative problem solving in key sectors of today's society with a view to inspiring public debate. debate. This is the first time that the foundation has recognized education. I wish the Durham Board of Education all the success success in the final decision on September 12th. Part of the challenge of this new ideology of global competitiveness competitiveness bothers me. I long for the good old days while at the same time, I want to maintain maintain a decent standard of living. I ask myself, why is everything so competitive? Why docs it appear that everything is so oriented to the bottom line? I only want the same opportunity opportunity for my children and my constituents, constituents, as I had. I remember when I started as a computer programmer over thirty years ago. People use to say I.B.M., stood for, "Industry's Biggest Mistake". Today however, technology is replacing people. Think of a draftsman of some years ago, with his pencil and drafting table, think of a watch maker, skillfully placing all those tiny wheels and balance balance mechanisms. Now think of today's draftsman draftsman at his/her computer, perhaps perhaps working at home. Think of the digital watch on your wrist. We cannot ignore or stand in the way of change. One hundred years ago, no one thought Henry Ford's idea would create thousands of jobs. Today, no one really knows what the jobs of the future future will be. I think every profession is subject to these same forces of change. A doctor, a lawyer, an engineer, teachers or a librarian, librarian, every profession and every job is changing. We cannot ignore ignore change and we cannot fight change like the Luddites back in the time of the industrial industrial revolution. However, 1 believe believe we must manage change and most importantly, work together together with labor, management and government. We must re-think our values values and balance our priorities. If you want the gold medal, you may have to make a sacrifice sacrifice to achieve it. We could choose a simpler life without all the bells and whistles, but are we prepared to settle for less of the material world? This issue is of fundamental importance to this government and each one of us. I would ask you to stop and think about our quality of life today? Arc we really better off or are we simply simply working harder for less time to ourselves? Do you think that big brother government government has all the answers?
